Title: Technical Specialist
Location: Fresno, CA 93720 HYBRID (2-4 days a month, which encompasses working from the office, team meetings, and possible project walkdowns)

Description:
- The position will function as a Real Estate Technical Specialist (RETS), supporting project financial controls, governance, and reporting.
Financial and Project Controls Responsibilities
- Provide budget and forecast oversight to support alignment between approved funding, current forecasts, commitments, and actual costs.
- Create, maintain, and update project records in FRISBE.
- Manage SAP Planning Orders and Specific Orders, including applicable order attributes and settlement rules.
- Support the Project Stage Gate Authorization and Project Financial Authorization processes.
- Perform QA/QC reviews of job estimates, authorization packages, financial records, and supporting documentation.
- Populate and reconcile actual cost data within applicable forecasting and reporting tools.
- Identify budget, forecast, commitment, and actual-cost variances and coordinate follow-up with the appropriate project stakeholders.
Governance and Compliance Responsibilities
- Support compliance with established Project Management procedures and financial governance requirements.
- Assist with Project and Program Authorization, Cost Management, Schedule Management, Actual and Payment Application, and Integrated Change Control processes.
- Maintain accurate project documentation, records, approvals, and change-control logs.
- Monitor assigned projects for data quality, process compliance, and completion of required monthly activities.
Reporting Responsibilities
- Monitor, track, analyze, and report project budget, forecast, commitment, accrual, and actual-cost information.
- Administer the monthly project accrual process through Smartsheet and support the posting of Goods Receipt in Progress entries.
- Prepare Portfolio Executive Reports, spend reports, purchase-order commitment reports, and other recurring project-control reports.
- Perform QA/QC reviews of CapEx report updates.
- Complete monthly Data Quality Assurance activities to help ensure project reporting is accurate, complete, and submitted on time.
- Coordinate with Project Managers, Planners, Project Controls, Finance, and other stakeholders to resolve reporting or data discrepancies.
- In addition to the minimum Technical Specialist qualifications, preferred experience would include project controls, financial reporting, forecasting, cost management, SAP, FRISBE, Smartsheet, Microsoft Excel, and working within established project-governance processes.
