Hill International is seeking a Vice President, Advisory in the United States

Hill Advisory is the strategic advisory practice within Hill International. We support infrastructure owners across a broad range of sectors; including airports, transit authorities, state DOTs, utilities, and municipal agencies. Our team is involved at the earliest and highest-leverage stage of the capital program lifecycle, developing and implementing strategies for complex programs long before they are delivered. We are seeking an experienced Vice President to help deliver Hill Advisory's client services and support business development to enhance Hill Advisory's growth. You will work directly with agency executives, boards, and program leadership to structure and de-risk major capital programs. You will also work with our internal team to strengthen Hill Advisory's market reputation as the independent advisor of choice for infrastructure owners navigating increasingly complex decisions around capital program planning, delivery, funding, and execution.


  • Provide strategic, commercial, and financial advice for infrastructure capital programs.
  • Develop business case for project investments, including benefit-cost analysis and Value for Money (VfM) assessments for public agency clients evaluating major infrastructure investments.
  • Advise on funding and financing strategy, including public grants, credit programs, and financial solutions for public and privately financed projects, such as public private partnerships P3.
  • Develop, oversee, and/or interpret financial models (project finance and public-sector program cost models) including scenario and sensitivity analysis to support client decision-making. Lead financial analyses to assess NPV, ROI, IRR, and other relevant financial metrics through discount cash flow project financial modelling.
  • Development of contractual documents, term sheets or other commercial documents related to capital project delivery.
  • Capital program delivery model analysis (P3, DBFOM, progressive design-build, and other alternative delivery methods), procurement strategy and support to support clients in identifying and developing the right delivery method for the right projects.
  • Assess client program governance and organizational structures and recommend improvements for effectiveness and efficiency.
  • Work in a dynamic team environment on infrastructure projects across various sectors with particular focus on transportation, energy, or government facilities.
  • Lead multi-disciplinary teams and liaise with other Hill International business units.
  • Deliver client engagements independently.
  • Represent Hill Advisory at conferences and speaking engagements.
  • Contribute to business development to identify and pursue new client relationships, partner relationships, and shape proposals.
  • Bachelor's degree in Business, Economics, Finance, Engineering, or a related field; an advanced degree (MBA or equivalent) is a plus.
  • 10-15+ years of relevant post-education experience in infrastructure advisory, management consulting, project finance, infrastructure investing or other relevant backgrounds.
  • Direct, hands-on experience with alternative delivery transactions, ideally including experience as an agency advisor.
  • Strong grasp of infrastructure project finance mechanics: project financial modeling, funding, and financing strategy, and public credit programs.
  • Fluent in developing, interpreting, and negotiating project contracts, agreements, and procurement documents. Ideally with heavy exposure to alternative delivery project contract development.
  • Demonstrated ability to lead engagements independently, manage client relationships, and develop new business.
  • Excellent writing and communication skills, including the ability to distill complex financial and commercial analysis for executive and board audiences.
  • A track record of advising public agency executives or boards directly, with the judgment and presence to be a trusted advisor in the room, not just a preparer of analysis.
