The Change Management Lead / Training Lead is responsible for designing and executing the comprehensive organizational change management (OCM) and workforce transition strategy that enables 6,000+ workforce members to successfully adopt the modernized acquisition system.

This role develops the stakeholder engagement strategy, communications plan, change impact assessments, resistance management approach, and training program. The Change Management Lead partners closely with the HCD Analyst, Business Architect, and Program Manager to ensure that the human side of the transformation is managed with the same rigor as the technical side.

Requirements:



  • 7+ years of organizational change management experience on large federal IT transformation programs.
  • Demonstrated ability to develop and execute enterprise-scale change management strategies using ADKAR, Prosci, or equivalent structured OCM methodologies.
  • Experience conducting stakeholder analysis, change impact assessments, and resistance management planning.
  • Proficiency in developing executive communications, change readiness assessments, and adoption tracking frameworks.
  • Experience designing and delivering training programs for government workforce audiences, including instructor-led, virtual, and eLearning modalities.
  • Ability to work effectively with senior government stakeholders to build change sponsorship and advocacy.
  • Bachelor's degree in Organizational Development, Communications, Human Resources, Psychology, or related field required.
  • Prosci Certified Change Practitioner or CCMP certification strongly preferred.


Qualifications:



  • Prior workforce transformation or change management experience.
  • Familiarity with instructional design principles and eLearning development tools (Articulate Storyline, Adobe Captivate, or equivalent).
  • Experience partnering with HCD/UX teams to incorporate user experience research into change management strategies.
