JOB DESCRIPTION/DUTIES:

The Budget Analyst will provide budget, financial, administrative, and program analysis support for federal scientific and public health programs. This role supports project and portfolio tracking, budget and funding status reporting, data analysis, performance metrics, and management reporting. The Budget Analyst will coordinate information from program staff and leadership, prepare summaries and briefing materials, maintain tracking documentation, and help evaluate program activities, resource needs, and process improvements.

Budget, Funding & Portfolio Analysis

* Monitor and report the status of project completion, funding, results attained, and related milestones; prepare recurring progress reports and management updates.

* Plan, initiate, monitor, and conduct administrative and portfolio analyses to evaluate program effectiveness in meeting established goals.

* Compile, analyze, and organize budget, program, portfolio, and related information to support planning, decision making, and reporting requirements.

* Review and summarize materials and data; gather and coordinate information for review; conduct data entry and file maintenance; edit and prepare text, data, tables, and charts.

* Develop and maintain project, funding, and performance-tracking documentation; review progress in relation to plans and coordinate updates with the project team.

* Support data management activities and the development of data files for internal and external use, as needed.

Program Support, Reporting & Communications

* Prepare data summaries, briefing materials, executive summaries, reports, presentations, and other program support materials.

* Attend and participate in program, review, in-house, and other meetings; provide minutes, reports, and self-directed analysis when requested.

* Coordinate and document projects from initiation through completion, ensuring timely collection and reporting of status, funding, and results information.

* Meet with management and staff on a regular basis to provide oral and written updates on ongoing projects and to receive new assignments.

* Collaborate with staff on planning, implementation, coordination, and evaluation of programs and initiatives within the assigned program area.

Process Improvement, Performance Measures & Strategic Planning

* Evaluate program activities to identify issues, risks, and opportunities, and develop recommendations for improvement.

* Develop and implement performance measures, metrics, and milestones to assess program productivity and progress.

* Support planning and implementation of project-based activities, including resource evaluation, communication strategy support, and report writing and editing.

* Identify operational and administrative problems; work with staff to identify recommended action plans and solutions.

* Perform research and analysis in support of strategic planning, future program initiatives, and the development or improvement of policies and procedures.

EDUCATION/EXPERIENCE/EXPERTISE REQUIREMENT:

* Bachelor's degree in Finance, Accounting, Business Administration, Public Administration, Economics, or a related field.

* Minimum of 3-5 years of experience supporting budget analysis, financial tracking, portfolio analysis, program analysis, or administrative reporting functions.

* Experience monitoring, tracking, analyzing, and reporting budget, funding, project status, program metrics, or performance information.

* Demonstrated proficiency with Microsoft Office Suite, including Word and Excel; ability to prepare accurate reports, tables, charts, and presentation materials.

* Strong analytical, organizational, writing, time management, oral communication, and written communication skills.

* Ability to gather, review, summarize, and maintain data and documentation with a high degree of accuracy and attention to detail.

* Ability to work collaboratively with program staff, leadership, project teams, and external stakeholders in a fast-paced environment.

* Ability to meet customer site and program requirements.

* U.S. Citizenship.

PREFERRED EDUCATION/EXPERIENCE/EXPERTISE:

* Experience supporting NIH, HHS, or other federal programs, contracts, task orders, or scientific/public health program offices.

* Experience with federal budget execution, resource tracking, portfolio analysis, administrative analysis, or program management support.

* Experience developing progress reports, executive summaries, briefing materials, performance measures, milestones, and project-tracking documentation.

* Experience coordinating information across multidisciplinary teams and preparing meeting summaries, action items, and status updates.

* Experience supporting process improvement, policy and procedure development, strategic planning, and resource evaluation activities.

* Advanced Microsoft Excel skills, including experience with formulas, pivot tables, data validation, data reconciliation, and charts.
