Overview

We are seeking an experienced and strategic HR Federal Consultant to support federal clients in the areas of human capital management, workforce strategy, HRIT implementation, and HR data analysis. This role will partner with government stakeholders to assess organizational needs, improve HR processes, support compliance initiatives, and provide data-driven recommendations that enhance workforce effectiveness and mission success. The ideal candidate brings a blend of federal HR expertise, analytical thinking, consulting experience, and strong communication skills, with the ability to navigate complex federal environments and evolving workforce priorities.

Responsibilities

    Provide consulting support on federal Human Capital initiatives, workforce planning, organizational development, and talent management strategies.
  • Support development and implementation of Human Capital Plans, strategic workforce initiatives, succession planning, and employee engagement efforts.
  • Analyze HR metrics and workforce data to identify trends, gaps, risks, and opportunities for improvement.
  • Develop dashboards, reports, presentations, and briefing materials for leadership using HR and workforce data.
  • Assist with preparation and analysis of federal workforce reports related workforce trends, and talent management.
  • Conduct policy and process reviews to ensure alignment with federal regulations, agency guidance, and best practices.
  • Facilitate stakeholder meetings, working groups, interviews, and discovery sessions with federal leadership and HR teams.
  • Support change management and organizational transformation initiatives, including HR system implementations.
  • Draft and review SOPs, policies, process documentation, and strategic recommendations.
  • Collaborate with multidisciplinary teams supporting federal civilian or defense agencies.
  • Other duties as assigned.


Qualifications

  • Bachelor's degree in Human Resources, Business Administration, Public Administration, Industrial/Organizational Psychology, or related field.
  • 5+ years of experience supporting federal HR, Human Capital, or workforce consulting initiatives.
  • Experience supporting or advising on workforce analysis or employee relations programs.
  • Strong analytical skills with experience interpreting workforce data and HR metrics.
  • Experience developing reports, executive briefings, and presentations for leadership audiences.
  • Knowledge of federal HR regulations, OPM guidance, and Human Capital frameworks.
  • Proficiency with Microsoft Office Suite, especially Excel and PowerPoint.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple priorities in a client-facing consulting environment.


Desired Qualifications

  • Experience supporting federal agencies such as DoD, civilian agencies, or independent federal organizations.
  • Experience in lifecycle Federal Human Resources Operations
  • Familiarity with EHRI, USA Staffing, Power BI, Tableau, and HR dashboards or workforce analytics tools.
  • Experience with workforce planning, position management, talent acquisition strategy, employee engagement surveys, and organizational assessments.
  • Active Public Trust or Security Clearance preferred.
