JOB DESCRIPTION: This family performs programming and analysis assignments on standard business systems. Provides research, evaluation, testing, and possible implementation of developing or modifying information systems. Designs, codes, tests, debugs, modifies and documents systems operations from detailed instructions and specifications. SCOPE: Performs programming and analysis assignments on complex business systems. Formulates and defines system scope and objectives for assigned projects. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results. Designs, codes, tests, debugs, modifies, and documents complex systems requiring thorough knowledge of the business application. Investigates available hardware and software configurations and capabilities; recommends optimal system to meet applications objectives. Participates in developing programming, systems analysis, and documentation standards. Develops cost analysis and justifications for systems conversion and implementation plans. Prepares detailed specifications and project management plans. May function as a technical lead for small to medium-size projects. May provide work direction and guidance to others. PROBLEM COMPLEXITY: Works on problems of diverse scope where analysis of client's data requires an evaluation of various factors. Exercises independent judgment within broadly defined practices and policies in selecting methods, techniques and evaluation criteria for obtaining results. Ensures project schedules and performance requirements are met. IMPACT: Contributes to the development of organization's goals and objectives. Decisions or failure to achieve results may cause delays in schedules. LIAISON: Regularly interacts with customer and/or functional per group managers. May interact with senior management. Interactions normally involve matters between functional areas, other company divisions or units, or customers and the company. FREEDOM TO ACT: Coordinates the activities of a section or department with responsibility for results in terms of costs, methods, and employees. May be responsible for the technical direction, leadership, and training of less experienced staff. LEADERSHIP AND MANAGEMENT: - KNOWLEDGE/SKILLS AND ABILITY: Having knowledge and experience, able to handle seldom and unusual occurring job events. Ability to complete complex assignments. May determine methods and procedures on new assignments and provide guidance to nonexempt personnel. Knowledge of assigned product(s), company functions, service policies and procedures and good communication skills. TYPICAL EDUCATION AND EXPERIENCE: Bachelor's degree in related field and 8+ years of experience in programming on mainframes, minicomputers, or personal computers and a working knowledge of procedures, utilities, and job control languages. Thorough knowledge of database design and operating systems applicable to mainframe/midrange environments is necessary.
