Who we are and what we do:

The mission of the Office of Evidence and Impact (OEI) is to use data to inform decision makers to ensure we invest in programs that work for Tennesseans. We are able to do this by building a better understanding of what the state is investing in, the type of evidence associated with those investments, and the ways in which the state can enhance its data systems to speak to program implementation and outcomes.

Key Responsibilities:

  • Develop, document, maintain and lead enforcement of data management policy, framework, and standards for TN DATA (the State's enterprise data system that joins data from multiple state departments).

  • Maintain a collaborative data governance model for TN DATA to include policies, roles, structure of the Advisory Committee and responsibilities of Data Stewards within service areas and programs.

  • Prioritize, project plan, and lead new data governance efforts or projects within the transition and scaling of TN DATA, as assigned by the Chief Evaluation Officer.

  • Govern the TN DATA cataloguing and tagging strategy in alignment with best practices and agency capacity.

  • Complete the onboarding of agencies and researchers to TN DATA.

  • Serve as a subject matter expert to agencies completing IT system transitions to ensure continued connections to TN DATA.

  • Facilitate and monitor system access for TN DATA both internally and externally to the state, ensuring proper approvals and documentation to maintain data security and privacy.

  • Support the development and implementation of Data Sharing Agreement processes to standardize, streamline, and catalog sharing and use agreements for TN DATA and ensure enforcement of access agreements and timelines.

  • Train and oversee department stakeholders in the completion of key information management tasks, including:

  • Overseeing research review and approval processes

  • Leading a Data Steward Committee

  • Convening working groups to address critical data issues that require more detailed knowledge of the source systems.

  • Manage the intake and completion of data requests from external researchers from start to finish, ensuring proper documentation and approvals and promoting timeliness of fulfillment.

  • Develop and maintain a repository of data dictionaries for TN DATA.

  • Actively monitor external trends and best practices in data governance and recommend changes to OEI leaders as needed.

  • Collaborate with, and effectively engage, diverse stakeholders to promote data governance initiatives and foster a culture of data-driven decision making.

  • Collaborate closely with partners in Strategic Technology Solutions (STS) to ensure effective communication.

  • Support TN DATA Advisory Committee meetings, as needed.

  • Manage or support the communication of project/research results with committees and other stakeholders.

Minimum Qualifications:

  • Prior experience and effectiveness as a data governance officer or a similar role in data management across an organization

  • Understanding of data protection practices and laws

  • Understanding of integrated data systems and data models

  • Excellent communications skills, including an ability to communicate with a diverse audience (verbally and in writing)

  • Ability to think strategically, juggle multiple priorities and remain detail-oriented

  • Data literacy

  • Experience in a technical assistance or project management role preferred

  • Experience working in state or local government preferred

  • Ownership of results, with a standard of excellence

  • Due to federal legal requirements, this position requires U.S. citizenship
