If so, we're looking for someone like you to join our team at APL as the Section Supervisor for the Planning and Scheduling section (SOM-004) within the Space Exploration Sector (SES) Finance and Administration Group (SOM).

In this role, you will supervise, lead, and manage project planning/scheduling efforts and resources. The successful candidate will manage a team providing scheduling support to Civil Space and National Security Space mission areas. This position will support both direct (project) and indirect (overhead) efforts.

As the Planning and Scheduling Section Supervisor, you will...

  • Manage and support project Integrated Master Schedule (IMS) development needs for active contracts and proposal efforts
  • Support executive-level meetings and ad-hoc scheduling requests for internal and external management
  • Support staff training & career development
  • Perform day-to-day administrative supervisory tasks such as reviewing and approving timecards, assisting in coaching sessions, performance reviews, Record of Accomplishment (ROA) discussions, staff resource planning, etc.
  • Organize and assign workload among staff to promote effectiveness, efficiency, and quality support to stakeholders
  • Review scheduling work products and implement best practices and lessons learned
  • Lead the development of innovative process improvements and novel analytical tools, automations, and reports
  • Collaborate closely with cross functional teams to ensure a fully integrated Earned Value Management System (EVMS)
  • Support adherence to EVMS surveillance requirements to guarantee compliance with system validation (EIA748/EVMSIG) mandates

Qualifications

You meet our minimum qualifications for the job if you have...

  • Bachelor' s Degree in Business, Engineering, Economics, Information Systems, or related field.
  • 10 or more years of Program Planning/Scheduling and Controls experience, or at least 5 years working in a Federal Government Contracting environment
  • Proficiency in using Microsoft Project and miscellaneous Planning/Scheduling tools such as forProject, SSI Tools, KIDASA Milestone Professional, Acumen Fuse, Primavera, etc.
  • Advanced ability and understanding of Critical Path Analysis (CPA), Schedule Margin Analysis (SMA), and Schedule Risk Assessments (SRA)
  • Experience in program finance roles and/or implementing Earned Value Management (EVM)
  • Background and experience with EVMS implementation and reporting requirements in accordance with EIA748/EVMSIG standards
  • Robust understanding and proven implementation of scheduling best practices in a variety of business environments
  • Ability to manage resources around competing demands in a matrix-structured organization
  • Ability to meet time-sensitive deadlines, troubleshoot nonconformances and oddities, and provide recommendations as needed
  • Proven record of leading innovative process improvements and change management
  • Advanced experience in Excel, Word, Outlook, PowerPoint, Visio
  • Advanced oral and written communication, interpersonal skills, problem solving abilities and analytical skills
  • Ability to effectively manage multiple priorities from varying stakeholders in demanding environment
  • Willingness and ability to provide APL on-site support, as agreed upon by management, and travel up to 5% of the time.
  • The ability to obtain a Secret level security clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

You'll go above and beyond our minimum requirements if you have...

  • Experience in line management (staff performance reviews and staffing decisions in a matrixed organization)
  • Experience with Deltek Cobra, Empower, Acumen Fuse and/or other project controls, EVM and analysis tools
  • Experience conducting Schedule Health Checks (DCMA, DECM, etc.)
  • Advanced knowledge of EVMS Federal Acquisition Regulations
  • Successful support of programs through DCMA/DCAA, joint site surveillance or other government audits
  • Experience in aerospace Research and Development (R&D) and manufacturing environments
  • Experience implementing IPMR and/or IPMDAR customer deliverables on EVM contracts
  • Experience in one or more of the following areas; Budgeting, cost analysis, and financial reporting
  • Experience working as a Program Administrator in Microsoft Project Server
  • Proficiency in VBA, Visual Studio programming, SQL and/or Power BI
  • Master's Degree, Project Management Professional (PMP), or Scheduling Professional (PMI-SP) certifications

The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance.
