Overview
Directs, plans, and implements administrative and clinical responsibilities for BHS programs. Develops creative and clinical solutions by effectively using operational and clinical information from internal and external sources, including technology and research to support strategies for implementation of evidence based care, performance improvement and financial viability. - Provides clinical and administrative oversight, including evaluating utilization and management of staff and quality of patient care. Provides administrative and clinical direction to program management and staff, including on-site visits, case conferences, staff meetings, incident reviews etc.
- Ensures adherence of teams to all financial, billing and documentation policies and procedures.
- Refines models of care for programs, utilizing evidence-based and best practices. Utilizes clinical data and program reports to regularly review program interventions and outcomes. Leverages data to inform changes in operations, interventions and program workflows.
- Assesses current systems; develops new/revised systems to ensure efficiency of clinical operations. Performs internal clinical and financial billing reviews/audits to ensure clinical fidelity and compliance with policies and procedures; takes corrective action, as necessary to address deficiencies.
- Ensures readiness for program reviews as well as licensing recertification and site visits (if applicable to program); oversees preparation of and adherence to corrective action / performance improvement plans.
- Directs and/or participates in ad hoc management work groups which address operational or clinical issues that affect individual programs or cross programs.
- Acts as liaison to funders and city agencies (e.g. OMH, DOHMH) and payors for BH programs. Attends funder/payor related program meetings as program representative along with key program leadership.
- Provides leadership in the implementation of evidenced based models of care, quality initiatives and business processes.
- Reviews program performance, monitors progress toward clinical operations objectives and identifies risks and issues to ensure effective and efficient clinical operations. Participates in Quality Assurance meetings, collaborates with BH Quality and Operations teams on project and initiates and addresses any issues. Works in collaboration with CMH Quality leadership and VNS Health Compliance department related to QA indicators and outcomes.
- Formulates, develops, updates and interprets policies and procedures for assigned programs. Ensures that clinical care to patients is provided in compliance with the regulatory requirements and VNS Health standards and procedures. Develops and monitors policies and procedures as appropriate. Makes recommendations for revisions, as needed.
- Participates in the development of BH EMR systems for assigned programs. Facilitates trainings and reviews of EMR system and ensures program reporting to funders is accurate and timely for all teams. Reviews reports and addresses issues appropriately to ensure compliance and timeliness.
- Develops, directs and facilities training programs; assists in the planning, organizing and implementation of in-house training programs to provide continuing professional development opportunities for staff. Reviews training requirements and ensures program, management and administrative staff are meeting required standards for trainings and are in compliance with all training requirements.
- Promotes positive relationships with other VNS Health services and community organizations. Networks and serves as administrative liaison to other community agencies and Health Homes, negotiating formal liaisons and organizing and scheduling consultation and education for referral sources. Represents VNS Health on committees related to mental health services in the community.
- Performs all duties inherent in a managerial role. Ensures effective staff training, evaluates staff performance, provides input for the development of the department budget, and hires, promotes, and terminates staff and recommends salary actions as appropriate.
- Participates in special projects and performs other duties as assigned.
Qualifications
Licenses and Certifications: License and current registration to practice as a Licensed Social Worker or Licensed Mental Health Care Practitioner in New York State required
Education: Master's Degree in a Human Service field required
Work Experience: Minimum five years of progressively responsible managerial and administrative experience in a Behavioral Health Organization, health care setting, or social services setting required Demonstrated competency in program administration, budget management and community relations required Excellent oral, written and interpersonal communication skills required Minimum three years working with patients in a mental health or substance abuse environment required Personal computer skills such as Microsoft Word and Excel preferred
Pay Range
USD $93,400.00 - USD $116,800.00 /Yr.
