Purpose of this position: Utilize a public affairs and health equity lens to advance Hennepin Healthcare advocacy and public policy through education, content development, advocacy, and engagement with internal and external stakeholders.

RESPONSIBILITIES

Education

  • Lead planning and facilitation of internal grassroots advocacy, including Advocacy training and engagement efforts, which may include Resident advocacy and support of voter engagement efforts. Prepare executives, physicians, clinical leaders, and subject matter experts for legislative meetings, hearings, testimony, and advocacy events
  • Provide supervision to advocacy interns
  • Generate original content, including state and federal legislative updates, reporting on advocacy activity, and policy updates
  • Updates and maintain internal Advocacy Info Oncall
  • Participate in Hennepin Healthcare committees and working groups
  • Coordinate the development of legislative advocacy materials, action alerts and reports

Advocacy and Engagement

  • Build and maintain strategic relationships with elected officials, legislative staff, agency leaders, and coalition partners
  • Represent the organization in meetings with policymakers, stakeholder coalitions, advocacy organizations, and governmental entities
  • Identify policy opportunities and risks in the legislative and regulatory environment and proactively recommend strategic action to senior leadership. Analyze proposed legislation, amendments, fiscal notes, and regulatory actions to assess operational, financial, and strategic implications
  • Monitor and track legislative bills and hearings and maintain legislative tracking system
  • Support the development of annual Public Policy Priorities
  • Review, analyze, and collaborate with departments across the organization to collect feedback and submit comments to associations or state and federal agencies in response to administrative and regulatory proposals
  • Coordinate mobilization of advocates on behalf of HHS's public policy agenda, including internal training opportunities for advocates
  • Must register as a lobbyist
  • Schedule and organize internal and external stakeholder meetings

QUALIFICATIONS

Minimum Qualifications:

  • Bachelor's degree in Public Policy, Social Work, Law or related field
  • Minimum of 5 years of related experience
    -OR-
  • An approved equivalent combination of education and experience

Preferred Qualifications:

  • Experience navigating the Minnesota Capitol system, with knowledge of the players and dynamics
  • Understanding of health care system and health policy landscape
  • Experience developing testimony, policy briefs, and executive-level advocacy materials
  • Comfort and skill in public speaking
  • Strong writing proficiency, ability to seamlessly blend evidence, policy analysis catered to different audiences
  • Ability to organize and synthesize large amounts of complex information into accessible, engaging language, and visuals
  • Experience in analyzing and responding to federal and state regulatory and legislative proposals

Knowledge/ Skills/ Abilities:

  • Commitment to the nonpartisan status and mission of Hennepin Healthcare
  • Excellent judgment, poise, and strong written and verbal communication skills
  • Foundational knowledge of the state and federal legislative and regulatory processes
  • Positive attitude, enthusiastic, flexible and a self-starter
  • Experience with Microsoft Office Products and other reporting tools
  • Ability to efficiently work autonomously and as part of a small team as well as with a range of internal and external stakeholders
  • Ability to manage deadlines and expectations across multiple projects, in a fast-paced environment
