Must be located in the DC Metro Area.
Summary: Position will lead proposal initiatives for Four Points Technology. Proposals may be task order based, solicited and unsolicited or IDIQ/GWAC type requests. Proposal Manager will work with sales, management and technology solutions partners to design, develop and respond to federal government solicitation requests.
The successful candidate will have the ability to function both as an individual contributor and as a team leader depending on the size and complexity of the bid. The candidate must have specific federal proposal management experience and inclusive of Information Technology product and solutions background. Ideal candidate will have IT VAR experience.
Duties and Responsibilities include the following. Other duties may be assigned.
- Strategically work with sales leadership, technology solutions partners, business development, program management and others to develop and respond to solicited and unsolicited proposal requests.
- Review public sector request for proposal and understand proposal preparation requirements and expectations.
- Work with Four Points personnel and partners' capture and technical teams to integrate content from multiple sources and prepare a proposal response that meets customer needs and compliance requirements.
- Take direct responsibility for creating the technical response/technical volume for Four Points proposals
- Assists in developing competitive assessments, identifying product solutions, teaming partners, and prices-to-win.
- Work with proposal coordinator to prepare, edit and review of management and technical writing, resource plan, schedule and final production.
- Provide management for the proposal life-cycle from pre-bid, bid and post-bid phases, and be capable of leading and motivating skilled teams throughout the process.
- Identify required inputs from all Four Points stakeholders - finance, contracts, sales, program management, and engineering to assure that relevant portions of proposals have been reviewed, input provided, and proposal content approved.
- Gather and document past performance and capability documentation for proposal library.
- Hold periodic bid/no bid reviews with the Four Points management team to effect alignment of resources and win rate success.
- Candidate will acknowledge and participate in annual ethics training provided by Four Points.
- Candidate will review, acknowledge and participate in any US government and regulatory security trainings periodically as required in their role.
Required Knowledge, Skills, and Abilities:
- Excellent oral and written communication skills.
- Strong Technical acumen with ability to read, write and edit content to present a winning proposal.
- Proficient working knowledge of Microsoft Suite including Word, Excel, PowerPoint and Outlook as well as strengths in Adobe Suite of products
- Training in Shipley and other proposal development methodologies and practices desired.
Education/Experience:
- BS/BA Degree in related field and 3-5 years of experience and/or training, OR
- Associate's Degree and greater than 7 years of experience and/or training, OR
- 9+ years of experience and/or training, OR
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as listed above.

Work schedule will be based on bid(s) in queue, which may require evening and weekend hours. Successful candidate will be able to be flexible and adapt to hours and work schedule to government mandated proposal submission and schedules.
