Job Description
**PENDING CONTRACT AWARD**

The Program Analyst- Journeyman at the Potomac River Test Range (PRTR) performs analysis on project
plans and proposes projects that deliver solutions and services to meet the business and product needs
of the organization. Gives support to and initiates appropriate project processes which ensure forward
progress, highlight and mitigate risks, and ensure alignment with stated project objectives.

Duties and Responsibilities


* Assists project/test leaders as they scan the business environment to identify potential issues that may impact the quality of services, interfere with the organization's ability to manage its risks, and/or create opportunities to address these issues more effectively
* Tracks project/test cost, schedule, and percent completion for assigned task orders
* Monitors burn rates against budgetary expectations
* Prepares project/test cost vs. schedule variance reports for each task order and informs TRAX management and the Government when budget exceeds 75%, 90%, 100% of allocated funds, or upon reaching other thresholds as required
* Creates initial task order entry into the task order tracking module of TEBS
* Archives entries upon task order completion
* Assists project/test leadership with creating long- and short-term plans, including setting targets for milestones and adhering to deadlines
* Makes effective recommendations when presented with multiple options for how to progress with the project
* Serves as a point of contact for teams when multiple units are assigned to the same project to ensure team actions remain in synergy
* Communicates with leadership on progress of project
* Adjusts project/test schedules and targets on the project as needs or budgets change
* Performs other duties as assigned

Qualifications

Required Skills and Qualifications

* BA/BS Degree in Business Administration, Technical Management, or a related field from an accredited college or equivalent experience
* Seven (7) years of experience as a Program Analyst
* Demonstrated project coordination and management skills
* Advanced data analysis skills, with the ability to extract meaningful insights from complex datasets
* Expertise in developing cost estimates and performing financial analysis
* Demonstrated technical writing skills, with the ability to communicate complex information effectively
* Solid understanding of test planning and reporting processes * Advanced statistical analysis skills, with the ability to perform statistical modeling and data mining
* Demonstrated leadership and mentoring skills, with the ability to guide and develop junior-level staff
* Proficiency in project management software (e.g., Microsoft Project) and data analysis tools (e.g., Tableau, Power BI)
* Demonstrated communication and interpersonal skills to collaborate effectively with T&E teams
* Proven ability to think critically and solve complex problems within a T&E program context

Preferred Skills and Qualifications

* Prior experience working in a project management or program support role within a military or government environment
* Experience with specific weapons systems or T&E programs

Physical Qualifications

* The work of this position is performed in an environmentally controlled office environment
* Must be capable of sitting and entering data on a computer keyboard for extended periods of time
* Must be able to view computer monitor for extended periods of time
* Must be capable of lifting 25 lbs. unassisted

Terms of Employment & Eligibility Requirements

* Must be a U.S. Citizen
* Must possess a high school diploma or equivalent
* Must possess a valid driver's license, without special restrictions
* Must pass a pre-employment drug screening
* Must be able to successfully complete a background check
* Must possess or be able to obtain an interim security clearance prior to employment and maintain security clearance for the duration of employment
