Job Announcement

Leads the integrated health care and related human services programming for individuals in the custody of the Sheriff's Office. Ensures a coordinated health care system by identifying and eliminating any barriers to inmates receiving medical, dental, substance use disorder treatment, and services for people with mental illness. Assures that health services provided to inmates in the Adult Detention Center (ADC) and Alternative Incarceration Branch (AIB) are organized, adequate and efficient. Works under the direction of the Deputy Sheriff Major.

Oversees the Adult Detention Center Medical Section and all contracts related to the provision of inmate health care. Supervises the Correctional Health Services Administrator and Behavioral Health Manager and others as assigned. Collaborates with the Fairfax-Falls Church Community Services Board (CSB) leaders to ensure that services for people with mental illness and/or substance use disorder are provided in accordance with the Sheriff's Office and CSB memorandum of understanding (MOU).

Oversight of the Medications for Opioid Use Disorder (MOUD) program in the ADC and leads effort to support successful community linkages and continued treatment post-release. Oversight of the STAR (Striving to Achieve Recovery) program. Includes setting policy, managing program evaluation, and reviews applicants for the program and determines acceptance into the program pending security review. Liaison for CSB ADC-based staff and managers regarding operations pertaining to behavioral health. Communicates with family members of inmate regarding medical treatment and issues of their loved ones. Represents the Sheriff's Office as needed in the community and within Fairfax County government.

  • Develops and maintains institutional standards to meet requirements set through accreditation standards and ensure compliance with agency operating procedures and health care standards;
  • Coordinates the Branch's budgetary and accounting functions;
  • Manages a team of Correctional Health Nurses and clinical staff, and all contracts related to the provision of inmate health care;
  • Liaison with the Fairfax-Falls Church Community Services Board (CSB) ADC-based staff to ensure that services for people with mental illness and/or substance use disorder are provided.

  • Ability to make oral presentations to department management, other departments, or the public;
  • Ability to manage professional and paraprofessional employees including coaching, counseling, training, and evaluation;
  • Demonstrated ability to establish and maintain working relationships and effectively interface with diverse groups.

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in psychology, social work, nursing, public health, health care administration, business administration or a related field; plus, seven years of professional experience in a health care setting, including two years of program administration and/or managerial experience.

CERTIFICATES AND LICENSES REQUIRED:

  • Must be currently licensed to practice in the Commonwealth of Virginia in one of the following:
    • Licensed Clinical Social Worker,
    • Licensed Professional Counselor,
    • Clinical Psychologist,
    • Licensed Marriage and Family Therapist,
    • Licensed Substance Abuse Treatment Practitioner,
    • Clinical Nurse Specialist, or
    • Registered Nurse.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, polygraph examination, and psychological examination to the satisfaction of the employer.

This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)

PREFERRED QUALIFICATIONS:
  • Master's degree in a related field.
  • Experience with services for justice-involved individuals.
  • Experience managing and leading correctional health operations.
  • Experience managing and leading healthcare and human services operations
  • Public safety experience.
  • Experience managing and leading behavioral health operations.
  • Experience managing and leading diversion initiatives.
  • Counseling experience.

PHYSICAL REQUIREMENTS:
Ability to input, access, and retrieve information from a computer to review detailed drawings, plans and documents. Ability to navigate jail setting with multiple levels for hours at a time. All duties performed with or without reasonable accommodations.
