The Project Management Office (PMO) at INL is seeking an experienced Project Management Assessment Program Lead to join our Project Management Policy and Assurance (PMPA) team. This is a high-impact, individual contributor role at the heart of INL's compliance and governance infrastructure for capital asset projects - directly supporting INL's obligations under DOE Order 413.3B and its federally reviewed Earned Value Management System (EVMS).

Our team works a 9/80 schedule with every other Friday off, onsite in our Idaho Falls EROB location.

Responsibilities Include:

  • Provide integrated planning and baseline development guidance and oversight to ensure work scope is executable within the projected time and budget constraints.
  • Work closely with customers during the life cycle of the work scope to ensure complete integration, communication, and appropriate Project Management principles, rigor, policies, and procedures are engrained and enforced in the planning, execution, and reporting.
  • Develop and maintain project analysis, trending, forecasting, and reporting processes.
  • Provide guidance and direction to all affected personnel to assure that they are sufficiently knowledgeable of EVMS data and analyses to execute their work scope in full compliance with contractual requirements in accordance with the INL EVMS certification with DOE.
  • Support the PMO with surveillances to ensure EVMS requirements are being met, including preparation for DOE surveillances, audits, and reporting under EIA-748 standards.
  • Provide support to the PMO during surveillances and corrective action planning during internal DOE/INL surveillances and DOE Office of Project Management external project EVMS certification surveillance.
  • Support the Business Performance Management Lead with surveillances to ensure Business Management requirements are met.
  • Lead and support Project Reviews, Assessments, and Project Management Review Boards (PMRBs) across the INL capital project portfolio.
  • Conduct Variance Analysis and BCP (Baseline Change Proposal) reviews, contributing analytical depth to INL's project oversight processes.
  • Administer and maintain INL's Project Assessment and Reporting System (PARS), including coordination of DOE reporting submissions.
  • Contribute to project governance documentation and process improvement initiatives.
  • Strong knowledge of DOE Order 413.3B.

Minimum Requirements:

  • Level 3: Bachelor's Degree and 5 years of relevant experience, or Master's Degree and 2 years of relevant experience, or PhD and 2 years of relevant experience.
  • Level 4: Bachelor's Degree and 9 years of relevant experience, or Master's Degree and 6 years of relevant experience, or PhD and 4 years of relevant experience.
  • Earned Value Management System experience.
  • Knowledge in the use of computers for executing work processes.
  • Proficiency in using PC operating systems and several basic software applications i.e. Excel, Word, and PowerPoint.
  • Familiarity with project management software applications i.e. P6, Cobra, Empower.
  • Skilled in oral and written communication.
  • Flexibility to respond to urgent requests and/or changing priorities.
  • Ability to work under pressure and with minimal supervision.
  • Demonstrated ability to work with people of varied backgrounds and objectives.

Job Information:

  • The pay range for this position is: Level 3-Salary grade 440 ($79,344 -$162,732) / Level 4-Salary grade 450 ($95,256- $195,288). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
  • Multi-Level: This is a multi-level posting and you will be placed at the appropriate level dependent on depth and breadth of proven experience and skills.

Physical Requirements:

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, use hands to handle materials, manipulate tools, keyboard and type, reach with hands and arms, and operate job-related equipment including motor vehicles. The employee must occasionally lift and/or move up to 25 pounds. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with people is required.
