Rutgers, The State University of New Jersey is seeking a Manager Contract Management (Clinical Research) within the Rutgers Cancer Institute.
The Rutgers Cancer Institute of New Jersey must continue to drive clinical and translational research in oncology. While the continuum of research in clinical and translational science is broad, a critical and highly regulated sector of that research are clinical trials.

Clinical trials, funded by pharmaceutical/device/biologics companies and the federal government, are regulated by the FDA, OHRP, ICH, etc. A key element in the success of a trial is the successful recruitment and retention of patients as participants in the studies. This requires well phenotyped patients with the condition being studied, efficient processes for ensuring that Rutgers Cancer Institute undertake only those studies for which there are sufficient potential participants, timely negotiation of budgets and contracts, coordination across the clinical enterprise and with the OHRS, specialized facilities for clinical trials, and monitoring of studies.

The Office of Human Research Services is the office in which the cancer center centralizes all human trial related administrative, managerial, financial, and regulatory (not IRB) requirements in a 'one-stop shop.' It also has centralized functions required by the NCI Cancer Center Support Grant to streamline and facilitate trial initiation, implement system-wide studies, and monitor study accrual.

The purpose of the Manager Contract Management (Clinical Research) position is to foster mutually beneficial strategic alliances between Rutgers University and clinical research industry sponsors, to benefit of the sponsors, New Jersey, and the general public through professional and responsive review, negotiation, and management of clinical trials and associated clinical research agreements, on behalf of Rutgers Cancer Institute and its faculty. The Manager Contract Management (Clinical Research) will be responsible for independently reviewing, interpreting and negotiating clinical trials, nondisclosure agreements, and associated agreements from a legal, business, and technical perspective.
Essential Duties and Responsibilities include the following:

  • Expertly reviews and approves clinical trial and related agreements in accordance with applicable regulations and academic requirements. Displays leadership by providing timely and effective guidance on negotiation strategies and industry "best practices."
  • Coordinates with Rutgers Office of General Counsel, Office of Risk Management and Office of Research Commercialization. Meets regularly to review agreements and business decision issues.
  • Independently manages and performs the review, interpretation, negotiation and processing of clinical trial, nondisclosure, and associated contracts from a legal, business, and technical perspective.
  • Develops negotiation strategy, drafts and negotiates contracts mutually agreeable to Rutgers and Sponsors that comply with Rutgers policies. Initiates and participates in meetings and teleconferences as needed.
  • Manages stakeholder relations with timely and professional status updates on contract status matters. Identifies, evaluates, and resolves contract matters.
  • Responsible for contract administration and review of contract packages for validity, completeness and accuracy. Maintains complete electronic contract files and negotiation history.
  • Collaborates with OHRS finance team and other internal stakeholders to verify budget and ensure delivery of fully executed contracts in support of timely study start-up to meet departmental and organizational goals.
  • Distributes work order documents to participating health system sites when Scientific Review Board (SRB) approves clinical trial.
  • Supervises, trains, evaluates and develops the professional staff. Recommends the hiring, firing, promoting, demoting, performance evaluations, transfers and/or disciplinary actions, along with other personnel decisions according to University policies and procedures.
  • Serves as subject matter expert in clinical and research contract management, ensuring compliance with all policies.

Qualifications






Minimum Education and Experience

  • Bachelor's degree with a major in Paralegal Studies, Law, or a related field is required; a Juris Doctor is preferred.
  • Five (5) years of experience in clinical trial agreement management, review, and/or negotiation is required, including at least two (2) years of relevant supervisory/managerial experience in a professional office setting.

  • Clear experience of negotiating both industry-sponsored and non-industry sponsored clinical trials. Extensive background in associated regulations governing clinical research.
  • Strong understanding of policy and practice governing clinical research within a large institution.
  • Strong communication skills (verbal and written.)
  • Ability to communicate complex information in English effectively both verbally and written to all levels of staff, management and external partners.
  • Ability to work well with all levels of staff both within an organization, across functions, and across cultures; demonstrated ability to work effectively in cultures and environments other than one's own.
  • Ability to meet or exceed customer service standards and expectations in assigned unit(s) and/or across multiple areas in a timely and respectful manner.
  • Self-motivated, detail-oriented and capable of handling significant responsibility, as well as, shifting priorities; exercises discretion; takes initiative to resolve problems.

Preferred Qualifications

  • Two (2) years contract management experience in in academic medical research institution environment preferred.
  • Juris Doctor is preferred.
