Overview

Microsoft Specialized Clouds (MSC) delivers secure, compliant, and highly reliable cloud environments for mission critical customers. We are looking for a Senior Technical Program Manager (STPM) to lead cross cloud quality and reliability programs across our sovereign clouds.

In this role, you'll drive the strategy and execution of quality workflows-spanning Change Management, Platform Resiliency, Service Health & Incident Management, and Capacity. You'll orchestrate work across engineering, product, and operations teams to ensure our cloud services meet a consistently high bar for quality, safety, and customer trust.

Responsibilities
  • Lead quality programs: Own planning and execution for the Quality Excellence Initiative (QEI) to drive key quality and reliability initiatives across specialized and sovereign clouds, driving clear staging plans, milestones, and success metrics.
  • Deeply understand the four quality pillars: Build and maintain deep knowledge of Change Management, Platform Resiliency, Service Health/Incident Management, and Capacity health across MSC, surfacing trends, gaps, and opportunities.
  • Drive governance and safe deployment practices: Ensure service teams align to quality governance, KPIs, and safe deployment standards, and help evolve those standards over time.
  • Orchestrate cross functional execution: Coordinate across engineering, product management, operations, and partner teams so quality objectives are integrated into roadmaps, wave planning, and day to day execution.
  • Own end to end processes: Act as the primary point of contact for quality programs-guiding service teams through readiness, tracking action items, and continuously improving workflows.
  • Support leadership reviews: Prepare content and insights for monthly executive reviews and cross org quality forums, and co lead weekly v team meetings focused on quality posture and progress.
  • Escalate and resolve issues: Proactively identify risks, triage new issues, and drive closure on critical actions that impact quality or reliability.

Qualifications

Required Qualifications:

  • Bachelor's DegreeAND 4+ years experience in engineering, product/technical program management, data analysis, or product developmentOR equivalent experience.
  • 2+ years of experience managing cross-functional and/or cross-team projects.

Other Requirements:

  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud Background Check upon hire/transfer and every two years thereafter.
  • This position is not eligible for visa sponsorship. Candidates must have authorization to work in the United States that does not now or in the future require employer sponsorship.

Preferred Qualifications:

  • Bachelor's DegreeAND 8+ years experience in engineering, product/technical program management, data analysis,OR product developmentOR equivalent experience.
  • 6+ years of experience managing cross-functional and/or cross-team projects.
  • 1+ year(s) of experience reading and/or writing code (e.g., sample documentation, product demos).
  • Experience in cloud infrastructure, reliability engineering, incident management, or large-scale service operations.
  • Familiarity with quality or reliability programs (e.g., safe deployment practices, service health KPIs, SLOs/SLIs).
  • Experience working with or around sovereign, government, or regulated cloud environments.
  • Track record of leading complex, cross team technical programs from design through execution.
  • Strong ability to connect technical details (telemetry, KPIs, incidents, capacity) to program decisions and priorities.
  • Excellent communication and stakeholder management skills, including experience presenting to senior leaders.


Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $158,400 - $258,000 per year.
