ASSISTANT COMMISSIONER

Department of Environment

Administrative Services

Number of Positions: 1

(Additional vacancies are possible pending budget approval)

Annual Starting Salary Range $121,668 up to $137,532

This position is a senior manager responsible for the Department of Environment's executive level staff and department functions; with a focus on process improvement, standardization of best practices, and leadership of administrative functions to best serve the department and City's goals to advance the climate and environmental priorities of the City of Chicago. The work is collaborative intra-departmentally, inter-departmentally, and with external stakeholders, and performs other related duties as required.

ESSENTIAL DUTIES

* Oversee core administrative functions, designs and manages key departmental functions: budgeting, financial compliance, grants management, delegate agency coordination, human resources management, labor relations, facility maintenance and planning, and information technology support.

* Leads the Administrative Services bureau with 3 direct reports.

* Coordinates with bureau heads in the department to develop strategic plans and implement changes in staffing, operating procedures, and processes designed to improve the administration of programs, increase operational efficiencies, and accomplish the department's mandates.

* Develops and manages the department budget, collaborates with the Office of Budget and Management and Department of Finance to maintain and improve financial structures, and refines financial processes to ensure accountability and reliability of information.

* Establishes work standards and manages time keeping, payroll processing, hiring, onboarding, FMLA and other leaves, and supports labor relations throughout the department.

* Resolves operational issues and helps to improve internal processes to keep the department running efficiently.

* Plans and maintains facilities management across the department's locations.

* Guides information technology development, implementation, and support across the department.

* Serves as an advisor to the Commissioner, First Deputy Commissioner and other department leadership.

Hours: 8:30a.m. to 4:30p.m.

THIS POSITION IS EXEMPT FROM THE CAREER SERVICE

Qualifications

Nine (9) years of experience related to the responsibilities of the position, of which two (2) years are in a supervisory role related to the responsibilities of the position,

OR

Graduation from an accredited college with an associate degree in a field related to the duties performed, including seven (7) years of work experience related to the position, of which two (2) years are in a supervisory role related to the responsibilities of the position,

OR

Graduation from an accredited college or university with a bachelor's degree in a field related to the duties performed, including five (5) years of work experience related to the position, of which two (2) years are in a supervisory role related to the responsibilities of the position,

OR

Graduation from an accredited college or university with a master's degree or higher in a field related to the duties performed, including four (4) years of work experience related to the position, of which two (2) years are in a supervisory role related to the responsibilities of the position.
