Job Summary:
The Business Manager serves as a key member of the Program Management Team. This position reports directly to the Regional
Business Manager with dotted line reporting to the site Program Manager. Operating as a member of a highly collaborative, cross-
functional team, the Business Manager oversees the financial execution of the program to ensure both project profitability and
customer satisfaction.
Primary responsibilities include but are not limited to the following:
Program Financial Management
* Manage and report on program performance to ensure:
o Fulfillment of contractual obligations
o Adherence to cost, quality, schedule, and profit objectives
* Oversee all contract financial aspects through coordination with:
o Executive management
o Program management teams
o Functional area staff
* Conduct financial analysis and interpret program financial performance, providing recommendations to support
contract execution.
* Responsible for Month-End Close activities
* Lead:
o Financial forecasting
o Sales and profit forecasting
o Budget planning
o Financial metrics analysis at the program level
* Develop comprehensive business financial plans for the program.
* Ability to recognize revenue in accordance with GAAP.
* Submit billing invoices in Wide Area Workflow (WAWF)
Cross-Functional Collaboration & Communication
* Interact effectively with all levels of management, from first-line supervisors to senior executives.
* Establish clear lines of communication between Home Office and program business staff to:
o Articulate program and customer goals
o Track progress and performance toward objectives
* Coordinate with functional departments to:
o Establish and monitor metrics improving financial performance
o Ensure compliance with all company and program-specific policies and procedures
* Provide objective financial risk assessments to leadership.

Contract and Compliance Oversight
* Support:
o Implementation and maintenance of contractual modifications
o Customer requests and inquiries
o Negotiation of contract changes
* Maintain job numbers and change order setups in JAMIS ERP in accordance with contract requirements.
* Monitor and update accounting data in JAMIS ERP.

* Act as primary business liaison for:
o Customer interface
o Business review sessions with Home Office leadership and customers
* Support Program Manager to ensure appropriate business and administrative staffing levels are maintained.
Financial Reporting & Analysis
* Lead development of:
o Annual operating plans
o Financial forecasts
o Variance analysis
o Unbilled reporting
* Prepare:
o Financial, cost, and budget reports for month-end close requirements
* Ensure:
o Reimbursable travel costs remain recoverable and within project estimates
o Direct materials are competitively priced and procured per FAR and contract guidance
* Submit timely contract billings in Wide Area Workflow (WAWF) per PWS requirements.
* Develop financial briefings and reports for Home Office leadership.
* Provide financial controls by:
o Monitoring funding levels
o Ensuring accurate and timely cost capture to correct charge numbers
Program Management Reviews & Compliance
* Participate in preparation and presentation of internal and external Program Management Reviews.
* Maintain thorough knowledge of:
o Collective Bargaining Agreements (CBAs) applicable to contract
o Service
Contract Act (SCA) provisions for union and non-union employees
Additional Duties
* Perform all other duties as assigned or requested in support of program and company objectives.
Qualifications and Experience:
Education
* Bachelor's degree in Finance, Accounting, Business Administration, or related field.
Experience
* Minimum 5+ years of experience in:
o Department of Defense (DOD) and Government service contracts/subcontracts
* Proficiency in:
o Microsoft Excel (intermediate to advanced)
o Microsoft Word and PowerPoint
* Experience with:
o ERP systems (JAMIS Prime ERP preferred)
o
Contract management, procurement, cost accounting, financial management
Additional Skills
* Knowledge of:
o Federal Acquisition Regulation (FAR)
o Defense Federal Acquisition Regulation Supplement (DFARS)
o Generally Accepted Accounting Principles (GAAP)
* Strong written, oral, and interpersonal communication skills.
* Strong organizational and administrative capabilities with experience in:
o
Contract management
o Human resources coordination
o Computer systems and business process support
o Purchasing and accounting functions

* Ability to:

Travel as required
o Obtain and maintain a SECRET security clearance per contract requirements.
Working Conditions:
* Work is generally performed in a professional office environment with frequent interaction across functional and
management levels.
* Work may occasionally require extended hours to meet project deadlines.
*
Travel to various company sites, customer locations, and government facilities may be required.
* Must be able to sit or stand for prolonged periods, use computers and standard office equipment.
* May occasionally be exposed to aircraft maintenance and hangar environments while performing site visits or audits.
* Must be capable of meeting physical and medical requirements to obtain base or facility access if required by the contract.
