Job Description:

  • The Office of Policy and Innovation is seeking to hire 4 contracted workers to support NJ RHT implementation, under the direction of the NJ RHT Project Director (a contracted position whose hiring is being finalized in parallel) and Shin-Yi Lin (Deputy Director of Medicaid Policy, NJ RHT Authorized Organization Representative).
  • These positions are fully funded by the federal award and are required as a condition of participating in the federally funded CMS Rural Health Transformation (RHT).
  • DMAHS must implement the first year of funding for the federal fiscal year 2026 rapidly.
  • The negative impact of hiring delays would affect multiple state agencies and rural New Jersey statewide.
  • NJ DMAHS would risk being out of compliance with CMS's requirements with the RHT ward, which could lead to recoupment of or reduction in our federal funding.
  • We are seeking 3 staff members to join the NJ RHT Core administrative team.
  • The primary job responsibilities of an NJ RHT Core administrative team member are to:
  • Be an expert in RHT award requirements to ensure NJ's compliance with all RHT award requirements, including those described in NJ's Notice of Award.
  • Be a NJ RHT liaison in interactions with NJ RHT sub-awardees to support programmatic alignment, stakeholder engagement, and meeting federal and state requirements.


Role & Responsibilities:

  • Draft and edit NJ responses to RHT's regular reporting requirements that may include: deliverables tracking, written programmatic updates, budgetary updates, and metrics tracking. Reporting formats will include both Microsoft Word and Microsoft Excel files.
  • Assess the effectiveness of NJ RHT activities programmatically, through qualitative analytics, or quantitative metrics. Create, implement, and refine practices, templates, or processes to support oversight of NJ RHT. Help identify operational problem areas, assess potential solutions, and implement program improvement.
  • Direct and participate in public-facing stakeholder work with rural New Jerseyans and the organizations that provide them with health resources, care, and treatment. This could include conducting site visits, attending conferences, or organizing other events.
  • Prepare, edit, and finalize clear and audience-appropriate communications in written, technical, and verbal formats. Communications will include, but are not limited to: internal briefing documents, program guidance, presentation slide decks, required federal reporting, and website language.
  • We are seeking 1 staff member to join the NJ RHT sub-initiative administrative team.
  • The primary job responsibilities of an NJ RHT administrative team member are to:
  • Be an expert in RHT award requirements relevant to their sub-initiative to ensure NJ's compliance with all RHT award requirements, including those described in NJ's Notice of Award.
  • Be a NJ RHT liaison in interactions with NJ RHT sub-awardees to support programmatic alignment, stake holdering, and meeting federal and state requirements.



Specific job responsibilities include:

  • Create, implement, and refine practices, templates, or processes to support initiative implementation.
  • Work closely with sub-awardees to support initiative implementation, collect reporting, and provide programmatic and fiscal oversight. This could include conducting site visits.
  • Draft and edit initiative-specific responses to RHT's regular reporting that may include: deliverables tracking, written programmatic updates, budgetary updates, and metrics tracking. Reporting formats will include both Microsoft Word and Microsoft Excel files.


Requirements:

  • Graduated from an accredited college or university with a Bachelor's degree.
  • Relevant higher education or professional experience of at least 2 years.
  • Be curious and empathetic about the healthcare challenges rural New Jerseyans face
  • Effectively communicate with diverse audiences, including government officials, health care professionals, community organizations and the public.
  • Achieve deliverables with an organized approach that remains person-centered while still effectively navigating organizational compliance and bureaucracies
  • Support the work of diverse teams through active listening and participation, prioritization and documentation, and independent completion of detail-oriented deep-work.
  • Be committed to professional growth.


Ideal candidates will have:

  • Prior experience with healthcare initiatives designed for rural settings, such as rural NJ
  • Prior experience with managing large-scale projects-e.g., statewide, multi-million dollar, multi-year
