Idaho National Laboratory is hiring a Property Services Technician to work in our Property Services department. Our team works a 9x80 schedule located out of our Research and Education Campus in Idaho Falls with every other Friday off. All work will be performed onsite.

Responsibilities:

  • Coordinate and perform various property management functions, including property acknowledgments. Complete approval reviews of INL off-site shipping documents, including radioactive and hazardous materials, to ensure property management procedures are followed. Initiate property category determinations, including fieldwork across the site.
  • Represent the department across INL, including interfacing with federal agencies and other external customers.
  • Pull reports from property management systems and review contracts to check for high-risk property to appropriately categorize materials and equipment received into INL. Review contract property clauses (focusing on both federal and nonfederal WFO, federal agreements, CRADAs, and subcontract clauses) for determination of both LTI and disposal.
  • Properly identify incoming (or internally fabricated) property, materials, and equipment to assign the correct property categorization. This includes reviewing for high-risk category determinations, proliferation-sensitive and export regulation guidelines, hazardous property determinations, and reviewing and applying federal, state, and international regulations and directives pertaining to property management.
  • Document property category analysis determinations and present recommendations to Property Services management. Categorize and tag property received into INL and DOE-ID according to required guidelines (e.g., CFR, FSC, ECCN, Asset Type, Asset Flag, Real vs. Personal Property, ME vs. MEC).
  • Create and maintain property records and execute specific property management transactions, processes, and procedures to ensure compliance with company policies and plans for managing company and government assets. Update records in databases as necessary.
  • Provide support to ensure continual accountability for government-owned property.
  • Implement and maintain the INL property system procedures, processes, and tools as directed. May make recommendations for improvements and/or modifications.
  • Act as the point of contact for property loans/borrows/exchange sales/warranty replacements/abandonments. Prepare and transmit internal and external correspondence for the document completion of property and logistics-related CDRLs (contract deliverables).
  • Coordinate with others across the INL and interface with external customers on specific property transactions and processes. Provide customer service for the Property Services team.
  • Ensure proliferation reviews occur, as required, for off-site shipments, and ensure a documented audit trail is available for all property transactions processed.
  • May research issues and provide written recommendations to management on solutions.
  • Other duties as assigned.

Minimum Requirements:

  • High school diploma or equivalent and a minimum of 6 years of relevant experience.

  • Maintain a current State of Idaho driver's license.

Preferred Requirements:

  • Certified Professional Property Specialist, CPPA Administrator, CCPM Manager, CFFS Fleet Specialist, etc.
  • Serve as a subject matter expert (SME) for INL's Property Management Program.
  • Provide database administrative level support for the Property Management System including interface with INL and vendor IT to ensure successful software patching and testing.
  • Perform High Risk Property reviews using professional knowledge and interpretation of applicable Federal laws standards, Treaties, Export Control laws and best practice.
  • Mentor junior property staff on all aspects of Property Management.
  • Support Property Management programs from identification/initiation of requirements and Key Performance Indicators (KPI) development, through implementation, ongoing evaluation, and organizational health results.
  • Evaluate policies, processes, and procedures throughout Property Management for compliance to requirements. Identify solutions to issues or areas of non-compliance.
  • Support all areas of Performance Assurance (i.e. performing assessments, self-assessment coordination, issues management, cause analysis, corrective action plan development, regulatory screening and reporting, lessons learned coordination, performance assurance metrics/trending, reporting, etc.), requirements, audit support, audit facilitation, Property Management Compliance Program functions and various other projects related to these functions.
  • Collaborate with Management and customers to ensure an effective risk-based approach is used in assessing property management operations, processes, procedures, policies, and activities against laws, regulations, executive orders, prime contract, SPPs, CRADAs, WFOs, Transfers, Loans, RP identification/installation/dispositioning, and internal policies, standards and best practices.

Job Information:

  • The pay range for this position is: Level 4 ($30.84/hr - $50.87/hr) / Level 5 ($36.08/hr - $59.52/hr). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
  • Multi-Level: This is a multi-level posting and you will be placed at the appropriate level dependent on depth and breadth of proven experience and skills.

Physical Requirements:

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires operation of job-related equipment and driving a vehicle. The employee must occasionally lift and/or move up to 30 pounds with assistance. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with the public is required. Working Conditions:

The work environment includes an office and field environment. The field environment may include exposure to adverse weather conditions and UV exposure. Equipment used includes stairs, heavy equipment, and protective clothing. The noise level is generally moderate. Position may work alone and for more than 8 hours/day. May be exposed to discomforts associated with constant monitoring of computer video display screens. Intermittent exposure to stress as a result of human behavior and various responsibilities.
