Job Summary

Provide executive level direction to the preparation, monitoring, and administration of annual Institute budgets, in accordance with Institute and University System of Georgia policies and procedures. Ensure that the budget process is integrated with the Strategic Plan of Georgia Tech and incorporates long-range projections of the financial implications of all operating and capital budget decisions. Responsible for setting employee or group goals, assessing performance, providing feedback, and making pay recommendations. This position will interact on a consistent basis with: Executive Leadership Team and President's Cabinet members, Institute Finance Support team, chief budget/finance directors for colleges and other Institute divisions. This position typically will advise and counsel: Executive Leadership Team and President's Cabinet members, chief campus budget/finance directors, financial and academic staff in offices of the Provost and Executive VP, IPRM directors. This position will supervise: Budget staff.

Responsibilities

Job Duty 1 - Plan, organize and direct the activities of the Budget Planning & Administration management and staff, monitor and counsel regarding performance.

Job Duty 2 - Provide decision support to executive staff through data and program analysis to support their annual budget decisions and also decisions related to long-term budgeting and program planning.

Job Duty 3 - Under the guidance of the executive leadership, oversee the preparation of the Institute's ongoing capital plan and budget, including identification and assignment of funding sources for specific projects by the fiscal period in which the funds will be required.

Job Duty 4 - Establish and maintain policies and procedures for budget administration consistent with BOR and Institute policies and procedures.

Job Duty 5 - Oversee and manage responses to ad hoc inquiries from the Board of Regents and the Executive Leadership Team.

Job Duty 6- Perform other duties as assigned

Job Duty 7 - Oversee the Institute's internal annual operating budget request process including revenue projections, receipt of requests from campus units, and presentation of requests and options to the Executive Leadership Team.

Job Duty 8 - Oversee the compilation and consolidation of unit budgets in preparation of the annual Institute budget for submission to the BOR.

Job Duty 9 - Provide expertise and guidance related to budget development and monitoring processes as the Institute implements new financial systems.

Job Duty 10- Oversee the management of the Institute's budget preparation and amendment applications to ensure that campus budget and finance staff have the tools required to prepare and manage their budgets with technical staff ensure that the budget process is appropriately linked to other Institute financial and student data related applications.

Required Qualifications

Educational Requirements
Bachelor's Degree in Accounting, Finance, Business, Public Administration or related field or equivalent combination of education and experience

Other Required Qualifications
Ability to maintain security clearance; some travel is required

Required Experience
Ten years of job related experience

Preferred Qualifications

Preferred Educational Qualifications
Master's Degree in Accounting, Finance, Business, Public Administration or related field

Preferred Experience
Higher education experience; finance or budgeting experience in a responsible position within the University System of Georgia or another research institution within a state university system

Knowledge, Skills, & Abilities

SKILLS
This job requires advanced knowledge and skill in the principles and practices of public sector financial management, especially as they relate to budgeting for higher education institutions. Additionally, skills in organization and management, communications, project management, use of major financial system applications, and data analysis are required.
