Volunteers of America-Greater New York (VOA-Greater New York) is a leading anti-poverty organization serving neighbors in need across New York City, Northern New Jersey, and Westchester. We are currently seeking qualified candidates for the following position:


Position: Community Engagement Manager



The Community Engagement Manager leads the development, coordination, and implementation of strategic community engagement, outreach, and partnership initiatives across the Paloma Project and VOA-GNY Domestic Violence and Human Trafficking programs. The role strengthens survivor access to culturally responsive community resources, enhances program visibility, and builds strong collaborations with community-based organizations, government entities, OVS-funded providers, and advocacy networks. This position supervises assigned staff and ensures all engagement activities uphold VOA-GNY policies and comply with OVS, OVW/OVC, HUD, and NYS standards.



The Paloma Project- Based out of VOA-Greater New York's Economic Empowerment Center, provides trauma-informed, housing-focused support to survivors of domestic violence, intimate partner violence, and human trafficking. The program offers scattered-site transitional housing and rapid rehousing assistance, with individualized service coordination to promote housing stability, safety, and long-term independence.



Location: Bronx, NY, 10455



Minimum Qualifications:



  • Bachelor's degree in social work, public administration, public relations, communications, human services, or a related field (master's preferred).
  • 2-3 years of experience in community outreach, program development, stakeholder engagement, or volunteer coordination.
  • Experience working within DV/HT, victim-services, housing, or human services settings preferred.
  • Knowledge of NYS social service regulations, community-based service networks, and nonprofit operations.
  • Strong interpersonal, communication, facilitation, and public speaking skills.
  • Demonstrated ability to supervise staff, build partnerships, and lead community initiatives.
  • Ability to collaborate across departments, manage projects and represent the organization professionally.
  • Bilingual English/Spanish plus.



Community Engagement Manager Principal Responsibilities:



  1. Develop and implement community engagement strategies to expand awareness and utilization of Paloma Project and VOA-GNY DV/HT services.
  2. Build and sustain partnerships with community organizations, local government agencies, coalitions, OVS-funded providers, and advocacy networks.
  3. Supervise the Community Resource Specialist/Trainer and the Helpline Coordinator to ensure high-quality referral coordination, survivor support, and community resource management.
  4. Plan and coordinate outreach activities, community events, resource fairs, and volunteer initiatives.
  5. Collect, track, and analyze engagement metrics to inform program strategies and quality improvement.
  6. Collaborate with internal teams to incorporate community insights into program development and service delivery.
  7. Ensure all outreach and engagement activities comply with VOA-GNY policies and funder regulations.
