Departmental Overview

Involves providing a variety of IT services for University Health Services and Recreation and Wellbeing (RecWell).

UHS provides comprehensive medical, mental health, health promotion, sports medicine, and insurance services to all Cal students as well as occupational health, worksite health promotion, and employee assistance services to all faculty and staff, with approximately 100,000 visits to the Tang Center (and other campus locations) per year.

RecWell provides UC Berkeley students, faculty, staff, and alumni, as well as the broader community, with a wide range of recreational activities. Programs and services range from group fitness, aquatics, adventure trips, drop-in fitness and recreation, intramural sports, sport clubs, personal training, and youth programs, and many other activities. RecWell is enhanced by its indoor and outdoor facilities, including three indoor locations, four pools, five tennis courts, and an outdoor adventure center at the Berkeley Marina. RecWell aspires to be at the forefront of collegiate recreation and campus well-being.

Responsibilities

INFORMATION SYSTEMS OPERATIONS: Manage all aspects of department's computer systems and technical services including the design, development, installation, operation and maintenance of the complex UHS and RecWell technical environments. Directs staff in analyzing business practices and operations and developing systems. Manage evaluation and installation of all new and upgraded systems, installation and repair of systems. Manages through subordinate Supervisors and Technical Leads all technical services for UHS and RecWell. Acts as an advisor to staff members to meet schedules and/or assist with technical issues. Delegates work, monitors work and ensures objectives associated with timelines and deliverables are being achieved. Implements strategic operating policies and procedures when selecting methods, techniques, and evaluation criteria for obtaining results. Serves on applicable committees within UHS and across UCB.

RESOURCE MANAGEMENT: Makes recommendations and implements decisions on issues (operational and budget processes, staff FTE, finance, human resources and space planning) that have unit and department-wide impact. Monitors the daily operation of the expanded IT Unit, coordinates activities of the Unit with responsibility for results in terms of costs, methods, and employees. Recommends hiring of new employees, salary actions, terminations, and performance ratings. Provide direction and guidance to staff members within the latitude of established HR and campus policies. Provide staff development oversight - includes work on committees and assignments that enable the staff member to stretch and grow, along with formal and informal coaching and mentoring and regular training. Recommends changes to department/section policies and establishes procedures that affect immediate organization. Develops and administers schedules and performance requirements. Advises senior management on matters concerning several functional areas, department and/or customers. Negotiates contracts with vendors, monitors cost effectiveness, and recommends upgrading of appropriate systems. Coordinates with functional departments involved in system requirements, techniques, and controls. Oversees analysis and policy development for issues and processes.

PROJECT MANAGEMENT: Regularly leads a cooperative effort among members of cross-functional project teams. In conjunction with subordinate managers, manages the analysis of the needs of functional units and helps to establish priorities for feasibility studies and systems design and implementation to develop new and/or modify information processing systems. Through subordinate supervisors, Technical Leads, and Project Managers, establishes operational objectives and work plans, and delegates work and project assignments. Involved in developing long-range plans for all UHS and RecWell systems, communication networks, and business critical software applications (including complex electronic healthcare systems).Manage technical project planning efforts. Serves as a member of governance structure and represents UHS and UCB's interests with the hosting institution (UC Davis Health) for UHS' electronic health record.

NETWORK MANAGEMENT AND SUPPORT: Manages the installation, testing, and maintenance of local and wide area network infrastructure (spread across multiple on-campus and off-campus buildings and locations).Manage network and communication services focusing on design, installation, development, and support of the complex and highly secure UHS and RecWell network environments. Manage evaluation, installation, and repair of all new and upgraded communication systems (including firewalls, VPNs, web filters, network switches, voice/phone systems, etc.).

DATABASE MANAGEMENT: Manages and directs the integrated database management operations for the department. Manage database services and mission critical database applications in support of the complex UHS medical management system environment. Manage evaluation, installation, and repair of all new database systems and applications.

SYSTEMS DEVELOPMENT: Directs and manages information systems development and systems security functions for the Campus departments providing healthcare and clinical operations. Manage a complex and extended suite of systems, applications, and technical services including the Enterprise Practice Management system, Electronic Health Record system, Pharmacy system, Lab system and other mission critical medical management systems. Manage evaluation, installation, development, and repair of the complex UHS and RecWell systems.
SECURITY & OPERATIONS: Manages and coordinates activities related to the security of data maintained on departmental servers. Implements and enforces policies regarding the physical access to computers, computer systems, and data. Manages the security of information systems access, establishes security systems, appropriate firewall standards and criteria. Develops and maintains standards for disaster recovery and emergency planning. Serves as UHS HIPAA Security Officer.

STAFF DEVELOPMENT: Includes work on committees and assignments that enable the staff member to stretch and grow, along with formal and informal coaching and mentoring and regular training, including conference attendance.

Required Qualifications

Education

  • Bachelor's degree in related area and / or equivalent experience / training.

Knowledge, Skills and Abilities

  • Uses and applies advanced Information Technology principles, theories, and concepts to manage and provide solutions to more complex and multi-dimensional problems.
  • Requires an in-depth knowledge of the applications programming development function and a broad knowledge of the IT organization.
  • Requires the ability to gather, organize, and analyze data in the completion of diverse functional assignments.
  • Is able to resolve issues using established parameters and own judgment.
  • Extensive or advanced knowledge of subject area sufficient for strategic planning, technology assessment and direction.
  • Extensive experience managing technical staff.
  • Experienced in leading change management activities and managing their impact across multiple units or departments.
  • Experience in the management of ongoing technology infrastructure acquisition and expansion, to include the identification and integration of suitable emerging technologies.
  • Thorough knowledge of technical concepts and basic operating principles of data communications, computer hardware, vendor IT products, and software.
  • Ability to understand the process involved to adapt, integrate, and modify existing programs or vendor-supplied products for use within a large and complex technical environment.
  • Excellent oral and written communication skills, including the ability to effectively present technical topics to large groups with potentially varied levels of technical sophistication.

Preferred Qualifications

  • Advanced degree preferred.
  • 4-10 years of experience managing an information technology organization.

It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

  • This is a 100%, full-time (40 hours per week), career position that is eligible for full UC benefits.
  • This position is exempt and paid monthly.
