The Department of Housing's (DOH) mission is to expand housing access and choice and to ensure every Chicagoan has access to quality homes that are affordable, safe, and healthy. The Department pursues this mission is many ways, including investing in affordable housing developments, supporting low-income homeowners, and reinvesting in disinvested communities.

The Bureau of Policy, Planning, and Implementation (PPI) contributes to this mission by helping DOH be responsive to the changing legal, fiscal, and political environments in which it operates, and empowering DOH to proactively influence those environments. We do this through advancing DOH's legislative priorities and research agenda, engaging communities to inform the department's work, establishing and running new DOH programs, supporting program teams with process improvement initiatives and technical assistance, and fostering a culture of data-driven, outcomes-based program design. The bureau is divided into two divisions, Policy & Planning, and Implementation & Evaluation.

The Assistant Commissioner (Implementation & Evaluation) will report to the Deputy Commissioner (Policy, Planning, and Implementation) and lead a division responsible for process improvement initiatives, new program implementation, coordinating cross-bureau strategies related to program and budget, and improving data systems and reporting.

ESSENTIAL DUTIES

* Supervises professional staff engaged in implementing and reviewing current programs and operations, conducting data analysis, and creating and monitoring work plans to create efficiencies with department bureaus

* Interfaces with senior leadership to identify and evaluate business needs and to define opportunities for improved efficiency and process improvements

* Conducts data analysis to determine the sources of inefficiencies

* Develops and oversees the preparation of strategic work plans and timetables used in establishing performance improvement initiatives and the achievement of objectives

* Advises Deputy Commissioner and Department Head in establishing key performance indicators to effectively measure the ongoing performance of programs and services and recommends modifications and improvements to further the mission and vision of the department

* Works with DOH senior staff, DOH/DPD Shared Services, Mayor's Office, Department of Law (DOL), Office of Budget Management (OBM), and other stakeholders to streamline programs

* Identifies opportunities for improvements to increase output of affordable housing options to prevent homelessness and provide affordable rental and homeownership opportunities

* Manages internal processes related to allocation of funds, program tracking, and monitoring and training regarding eligible costs for affordable housing developments

* Collaborates with other DOH bureaus to assist in drafting and passing legislation as needed, design and stand-up new programs, draft project charters and job descriptions to successfully stand up new programs or modify existing programs or processes

* Oversees new programs during the pilot phase, make modifications as necessary from evaluations and implement pilots turning into permanent programs into the workflow of DOH

* Supervises the design of computer applications and models (e.g., mathematical, statistical, spatial, temporal) to assist in the assessment and collection of data

* Coordinates and reviews reports and communications recommending changes to work standards, procedures, and performance measures

* Monitors implementation plans and evaluates improvements post-implementation

* Coaches and mentors staff to encourage growth, professionalism, independence, and learning

* Builds and nurtures trust and collaborative spirit "up, down, and across" the department's organizational chart

Qualifications

MINIMUM QUALIFICATIONS

* Nine (9) years of work experience in operations analysis, project management, strategic planning, urban planning, or business management consulting, of which two (2) years are in a supervisory role related to the responsibilities of the position, OR

* Graduation from an accredited college with an Associate's degree, plus seven (7) years of work experience in operations analysis, project management, strategic planning, urban planning, or business management consulting, of which two (2) years are in a supervisory role related to the responsibilities of the position, OR

* Graduation from an accredited college or university with an Bachelor's degree, plus five (5) years of work experience in operations analysis, project management, strategic planning, urban planning, or business management consulting, of which two (2) years are in a supervisory role related to the responsibilities of the position, OR

* Graduation from an accredited college or university with an Master's degree, plus four (4) years of work experience in operations analysis, project management, strategic planning, urban planning, or business management consulting, of which two (2) years are in a supervisory role related to the responsibilities of the position

SELECTION REQUIREMENTS

This position requires applicants to complete an interview which will include a skills assessment as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.
