This posting intends to fill one (1) regular full-time IPPS (Image Production & Postal Services) Specialist III position. We will also establish an eligibility list from this hiring process which may be used to fill future regular full-time or limited term vacancies over the next two (2) years.

Are you an experienced print and copy professional with skills in digital press operations, bindery, and finishing? SMUD is seeking an IPPS Specialist III to be a key member of our high-performing team that delivers exceptional print, copy, and mail services to the entire organization.

In this critical role, you will lead production across our copy center, expertly operating Ricoh copiers, digital presses, and a full array of bindery equipment including MBO and Baum folders, Prism cutters, coil and tape binding, and more. From running complex print jobs and ensuring premium color quality, to performing intricate bindery tasks like saddle stitching, folding, scoring, perforating, and custom binding, you will set the gold standard for print excellence at SMUD.

You'll also assist customers directly, evaluating their copy and print needs, recommending solutions, and managing orders using industry best practices. Your expertise will be instrumental in collaborating with our Graphic Designers and Marketing Specialists to create finished products that meet the highest professional standards.

In addition, you will assist in maintaining robust mail room operations, ensuring the accurate and confidential sorting, metering, and distribution of U.S. and interoffice mail, as well as shipping and tracking outgoing packages via major carriers. Your meticulous attention to detail will ensure all projects-whether print, bindery, or postal-are completed accurately and on time.

Purpose

Under limited supervision, performs all the responsible tasks associated with SMUD's Image Production and Postal Services (IPPS) process. This process includes operation of duplicating and binding equipment and the work involved in the timely and accurate distribution, collection and processing of mail and other material documents. This is a broad classification series that encompasses all aspects of the IPPS role, including but not limited to: bindery, duplicating, postal sorting and distribution.

Nature and Scope

This classification series is comprised of three levels: Level "I" is the entry-level where incumbents are provided formal training and/or certification for progression to the journey-level of the classification. The incumbent is promoted/progressed to the journey level "II" upon successful completion of all training and/or certification requirements for the classification. Incumbents hired at the entry-level are required to successfully progress to the journey-level within 18 to 60 months, depending on the length of the training and/or certification program. If an employee is unsuccessful with progressing to the journey-level they will return to last class held or separate from SMUD. Promotion to the III (senior) level is not through a job progression and will happen through SMUD's standard civil service hiring process.

Duties and Responsibilities

  • Postal Center: Delivers U.S. and interoffice mail, which may include cash and confidential materials, to SMUD mail stops and other locations as assigned. Picks up and sorts outgoing mail. Operates a vehicle to pick up and deliver U.S. mail, SMUD mail, materials and supplies. Weighs and meters mail and processes through the metering machine. Updates and maintains operational log sheets. Processes bulk rate mailings. Sorts mail by zip code, name and/or mail stop. Sorts mail by weight, price and/or destination. Operates mail machines such as the mail opener and folder and metering equipment. Tracks incoming Express mail and packages.
  • Bindery: Performs complex bindery duties: saddle stitches, folds, scores, perforates, and measures cuts to identify final product outcome. Adjusts, sets up and performs routine maintenance on a variety of auxiliary equipment such as hydraulic drill hole puncher, paper jogger, paper cutter, automated stapler, and folding machine. Performs basic equipment maintenance and changes cutter steel blades. Uses auxiliary equipment on completed materials of various sizes, tape binding, and MBO industrial size folder. Uses coil or tape method on duplicated/printed materials and booklets. Collates and staples, by hand, and operates wire stitcher machine. Folds and operates, by hand, industrial and tabletop folder, uses computerized folding machine, and cuts and hole punches completed printed materials using a paper cutter or hydraulic drill. Binds by hand duplicated/printed materials into booklets. Creates pads using cling glue to make a variety of SMUD documents. Counts, assembles, wraps, sorts, boxes, and ships/distributes outgoing materials. Operates a variety of automated machines. Closes down operation at the end of the day.
  • Duplicating Machine Operations: Operates a variety of complex copiers in the reproduction of a variety of printed materials including forms, reports, bulletins, memos, and notices. Sets and adjusts copy machines or printing presses for proper operation. Performs bindery duties using staples, coil and tape binds, saddle stitches, and hydraulic drill. Uses pallet jack and (manual) pallet strapping, paper jogger, and hydraulic pallet lifter. Counts, assembles, labels, wraps, sorts, boxes, and prepares pallets up to 2,000 pounds; shrink-wraps pallets and prepares for shipping. Assists customers with work orders. Answers questions and gives job estimates. Cleans and performs routine maintenance on copiers. Performs mail merge functions using Word and Excel.
  • Other Duties: Performs related duties similar in scope and function as required.

Required Education

  • High school diploma or equivalency.

Required Experience Qualifications

  • At least two (2+) years of experience as a Postal Service Specialist II with SMUD in the operation of high-volume duplicating/reprographics equipment OR at least three (3+) years of experience operating commercial-level, high-volume duplicating/reprographics equipment in a production environment.

Knowledge Of

Duplicating/copy equipment and functions. Computer software, including basic bindery and postal functions. Modern office procedures and equipment. High-volume duplicating/postal or bindery equipment and functions. Equipment used to collate, weigh and stamp mail. Difficult and complex computerized duplicating equipment and functions. Printer-compatible file formats.

Skills To

Establish and maintain cooperative and effective working relationships. Identify, sort and deliver inter-office mail. Provide cost quotes to customers to duplicate and bind a variety of documents. Lift and move objects weighing up to 50 pounds. Learn to operate a variety of machines and equipment involved in collecting, collating, weighing, and stamping mail. Learn to operate high-volume duplicating and bindery equipment. Operate a personal computer. Follow oral and written instructions. Pay close attention to detail. Prioritize work, process many assignments at one time, and meet deadlines. Work overtime for special projects as required. Perform cleaning, maintenance and basic repair of duplicating, bindery or mailroom equipment. Lead employees in a duplicating/reprographics shop and mailroom. Understand complex printing requisitions and reproduce a variety of detailed and complex documents and materials.

Desirable Qualifications

  • Experience operating Ricoh copiers and digital presses in a high-volume, professional print or copy center environment.
  • Experience using bindery equipment, including MBO folders, Baum folder, Prism cutters, coil and tape binding equipment, wire stitcher machine, hydraulic drill hole puncher, laminator.
  • Hands-on experience with EFI web-to-print software platforms, or other job setup and workflow software and tools, especiallyMarketDirect StoreFront, for efficient management of customer print orders.
  • Skilled in the use of Fiery Color Profiler Suite for color management and print quality control or any other color management software and tools.
  • Ability to evaluate customer print and copy requests, recommending solutions that balance quality, cost, and efficiency.
  • Experience collaborating directly with Graphic Designers and Marketing Specialists to ensure accurate and timely production of printed materials.
  • Comprehensive knowledge and application of industry best practices in print, copy, and finishing operations.
  • Ability to handle mail room operations, including sorting and delivery of incoming mail; inserting and metering of mailings using specialized equipment; and pickup, tracking, and delivery of packages.
  • Outstanding customer service and communication skills, with a focus on building strong working relationships.
  • Strong multitasking abilities with an excellent attention to detail in all phases of the print and copy process.
  • Experience working in a fast-paced environment where meeting tight deadlines and managing multiple priorities is essential.

This role will be an on-site role that will require being in person at one of SMUD's campuses daily to complete work tasks.
