SUMMARY: Responsible for ensuring that IT business projects are prioritized, governed, and executed effectively to achieve better quality, consistency, and oversight of projects across the Pace enterprise; develops and maintains project-management methods, standards, and tools with an emphasis on improving project-management practices. ESSENTIAL FUNCTIONS:
- Supervises staff including hiring, training, evaluating performance, providing compensation recommendations, and performance management.
- Establishes and evolves the project management function and operating model setting standards, qualifications, success criteria, metrics, methods, and tools.
- Ensures standard cost-benefit analyses are conducted for evaluating IT project proposals
- Collaborates with financial management on budgets and supply chain management while monitoring compliance with Pace's policies and standards.
- Ensures the needs of each Pace strategic business unit (SBU) is understood and represented within the IT organization; develops roadmaps to guide the delivery of SBU-related needs, ensuring development and implementation of cost-effective systems and efficient systems operations to meet current and future business requirements and communicates plans and results.
- Provides business stakeholders with the information needed to assess which project proposals have the highest strategic alignment and business value.
- Interfaces with stakeholders to define project priorities and technology-related opportunities as input to IT roadmaps
- Ensures appropriate allocation of IT resources to business priorities by managing the IT project portfolio to balance the supply of IT resources with the demand for project needs.
- Manages project execution for on-time delivery, project scope, and budget; manages the risk, issue, and change processes and works with other leaders to take corrective actions as needed.
- Contributes to the efficiency and effectiveness of the department's service to its customers by offering suggestions and directing or participating as an active member of a work team.

QUALIFICATIONS: Education and Experience: Bachelor's degree in Information Technology, Engineering, Business, or a closely related field; AND ten (10) years of managerial experience in information technology project and program management; OR an equivalent combination of education, training, and experience. Required Knowledge and Skills Required Knowledge:
- Principles and practices of project prioritization and portfolio management, project management, and associated methods, techniques, processes, and tools (e.g., Project and Portfolio Management or PPM)
- Resource-management tools
- Principles and practices of developing teams, motivating employees, and managing in a team environment.
- Principles and practices of information technology operations management.
- Applicable laws, codes, and regulations.
- Administrative principles and practices, including goal setting, program development, implementation, and evaluation.
- Techniques for dealing with a variety of individuals from various socio-economic, ethnic, and cultural backgrounds.
- Principles and techniques of providing effective oral presentations
- Correct business English, including spelling, grammar, and punctuation
- Systems-development methods and their application in a large corporate setting
