Job Description

PURPOSE AND SCOPE:

The Manager, Business Operations, EVC Operations, is to provide business operations support to the Chief Business Officer. Assisting with budget management, budget planning, and financial analysis. The position is responsible for directing all activities related to business operations, including interfacing with a variety of LSC departments. Requires a detail-oriented, strong, analytical mind that can exercise good judgment and independent discretion in all matters but especially handling sensitive and confidential materials. This role works collaboratively across LSC campuses to partner on various special projects, evaluate business strategies, recommend process improvement, and implement best practices in standard operating procedures (SOPs) across functional units.

ESSENTIAL JOB FUNCTIONS:

  1. Manages and supervises full-time and/or part-time staff. Preparing and setting deadlines to ensure efficiency workflow through training, modeling, and supervision.
  2. Monitor cost expense and budgets and providing input with budget recommendations for annual division budget development plan
  3. Assist the Chief Business Officer in managing the annual budget development processes, including annual operational and capital budgets
  4. Evaluates and interprets financial and operational data to support decision-making, improve reporting accuracy, and identify trends or areas for improvement.
  5. Develop financial forecasts by analyzing historical data and institutional goals to guide budgeting and long-term planning efforts.
  6. Monitors budget variances and perform analysis to ensure financial efficiency, identifies discrepancies, and recommends appropriate actions.
  7. Applies strategic thinking and problem-solving skills to evaluate complex operational and financial challenges, propose solutions, and implement improvements aligned with institutional priorities.
  8. Identify opportunities for process improvement and Standard Operating Procedures (SOPs) to promote efficiency, consistency, and compliance across business operations.
  9. Prepares detailed financial and operational reports, dashboards, and performance metrics to support executive decision-making and continuous improvement initiatives.
  10. Assists with internal and external audit preparation by ensuring adherence to applicable regulations, policies, and procedures, and by providing accurate supporting documentation.
  11. Complies with local, state, and federal regulations, as well as audit compliance with LSC policies and procedures
  12. Responsible for other reasonable related duties as assigned

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of purchasing, budgeting, financial administration and reporting, and planning
  • Expert analytical skills and strong business acumen, and strategic thinking skills
  • Comprehensive computer technology skills to include Microsoft Office, PeopleSoft, performing complex queries, and constructing and running reports

PHYSICAL ABILITIES:

The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.

WORK SCHEDULE AND CONDITIONS:

  • Equipment used includes, PC workstation running on a LAN in a Microsoft Windows environment, calculator, phone, and other general office equipment
  • Interface with internal and external contacts as needed to carry out the functions of the position
  • Work is performed in a climate-controlled office with minimal exposure to safety hazards
  • May regularly travel to different LSC locations
  • May be fully reassigned to other LSC locations as necessary
  • May need to work weekends and untraditional hours if necessary

REQUIRED QUALIFICATIONS:

  • Bachelor's degree and at least 3 years of related experience, or an equivalent combination of education and experience

PREFERRED QUALIFICATIONS:

  • Bachelor's degree in Accounting, Business, Finance, or a related field
  • Experience using PeopleSoft
Salary

Hiring salary range is $58,625-$67,419

Lone Star College provides a hiring salary range for all posted full-time non-faculty positions. Where your salary offer would fall in that range is determined by your related experience and education. Should you receive an offer of employment from Lone Star College, the resume submitted in the application process will be utilized to calculate your salary offer.
