Job Summary

The Strategic Staffing team at the Maricopa Community Colleges District Office is seeking a highly motivated Human Resources Specialist Senior to provide advanced paraprofessional support through research, analysis, technical, and administrative assistance.

This role plays a key part in supporting both local staffing functions and district-wide recruitment, selection, and hiring efforts in collaboration with stakeholders. Responsibilities include reviewing recruitment materials, gathering and analyzing recruitment data, and developing metrics and reports to drive continuous improvement in staffing processes.

Essential Functions

30% - Supports the Strategic Staffing team in the full cycle recruitment process and personnel transactions, including:
  • Utilizes Peoplesoft HCM to create job posts, review and route applications to hiring committees, assist in keeping applicants aware of their application status, and correspond through email communication to applicants as necessary.
  • Prepares and maintains applicant screening and interview materials for the hiring committee utilizing Google Suite.
  • Point of contact for candidates, schedules, and coordinates interviews with the hiring manager and candidates, ensuring a smooth recruiting process.
  • Maintains the District Office Recruiting Log, which tracks all recruitments, keeping all actions taken up to date.
  • Assists the strategic staffing team in consulting on recruitment strategies and staffing recommendations.
  • Supports hiring managers by advising and consulting on the hiring of part-time positions, including the usage of applicant pools, routing, and performing the hiring process (Onboarding and Job Data entry).
  • Involved with strategic planning and continuous improvement of the Recruitment, Selection, and Hiring practices for Districtwide implementation
  • Completes personnel files for district office new hires.


30% - Owns and operates the onboarding process for all District Office new hires, including:
  • Manages background checks for part-time hires utilizing systems like Accurate.
  • Collaborate with hiring managers, the strategic staffing team, and new employees to identify a start date.
  • Send email correspondence to new hires with onboarding materials.
  • Schedule In-Person/ Virtual I-9 Meetings, maintain sensitive information, and ensure all documents have been submitted in a timely manner per USCIS regulations.
  • Supports new hires by making the onboarding experience welcoming and efficient.

20% - Supports with fiscal and advertising services such as:
  • Collaborates with Strategic Staffing recruiters to research job advertisement platforms and coordinates with vendors to obtain pricing quotes.
  • Partners with DO HR finance manager to facilitate purchase order completion and ensure vendor invoices are paid on time

10% - Responsible for appropriately addressing inquiries received through the Strategic Staffing email account:
  • Responding to various inquiries by email or by phone regarding HR staffing needs, employee position movement, guidance on HR policies and procedures, tech support, and other queries.

10% - Other duties assigned to this position to support the HR Strategic Staffing team initiatives.

Minimum Qualifications

High School Diploma or GED and four (4) years of work experience in human resources, customer service, general office work, or administrative support and coordination. The required experience can come from any combination of the areas listed.

There is no substitution or equivalency allowable for the High School Diploma or GED.

An equivalent combination of education and/or experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications
  1. One (1) or more years of experience in Human Resources administration, full-cycle recruitment, candidate selection, and managing multiple recruitments.
  2. Experience utilizing HRIS systems, Google Suite, and Microsoft Office.
  3. One (1) or more years of experience working with various levels of hiring managers, teammates, and stakeholders.
  4. Demonstrated knowledge of HR procedures according to federal law.

Positions in this class typically require: keyboarding, talking, hearing, seeing and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Working Conditions: Work is routinely performed in an indoor office environment. Work may involve high internal and/or external visibility.
