Position Summary Information
Primary Purpose |
Responsible for oversight and strategic vision of University-wide procurement operations and systems, further maintain and strengthen institutional contract opportunities, oversee contract administration for regulatory and policy compliance and associated risks. Oversees the management of procurement services, utilizes expertise to develop and execute strategic sourcing solutions, and provides support to the general operations of the Office of the
CFO and
EVP for Finance and Operations. |
Essential Functions |
- Directs the overall contract administration process for the University, oversees the RFP process, contract review & negotiations, contract execution, implementation, and termination while working directly with General Counsel and senior personnel.
- Oversees utilization of existing contracts to support on-contract spend. Establish and secure better pricing through new and existing preferred vendors through negotiated contracts to promote institutional savings across all campuses.
- Establishes and maintains strategic vendor partnerships that meet and anticipate University-wide needs across all campuses. Cultivates, strengthens, and broadens relationships at all levels within the institution.
- Promotes and fosters community relationships by participating and developing local, regional and/or national events representing Procurement and Pacific.
- Oversee the implementation, integration, and continuous improvement of procurement technologies (e.g., ERP, eProcurement, e-Invoicing platforms), ensuring seamless interoperability with finance, HR, and grants systems across all campuses.
- Design and implement system-wide dashboards and KPIs to support data-driven decision-making in sourcing, vendor management, spend analysis, and contract lifecycle oversight.
- Drive continuous innovation by researching and piloting emerging procurement technologies, such as AI-driven sourcing tools, predictive spend analytics, or digital contract management systems.
- Provides leadership and development opportunities to staff, oversee planning goals and initiatives to direct the growth of overall operations across all campuses.
- Monitor procurement trends and analysis to identify strengths and related opportunities institutionally and within higher education to develop strategies that address identified issues,
- Ensures staff remain professionally current in knowledge of procurement services, standards, and best practices.
- Serves as a strategic partner in University planning and executes strategic initiatives or projects as assigned.

Minimum Qualifications |
- Bachelor's degree (Two (2) years of full-time experience in the same/similar position is equal to one (1) year of completed post high school education coursework).
- Seven (7) years experience in procurement.
- Five (5) years of direct managerial experience.

Preferred Qualifications |
- Masters degree in Business Administration, Supply Management, or related field. Equivalent combination of education and experience (i.e., Two (2) years of full-time experience in the same/similar position is equal to one (1) year of completed post-high school coursework).
- Certifications in a related field.
- Requires in depth knowledge of procurement practices, ethical business standards, federal and state compliance for regulatory purposes.
- High degree of organizational planning, responsibility, judgment and initiative.
- High level of specialized knowledge of materials management and procurement.
- Tactful, diplomatic, ethical, cooperative, highly persuasive to ensure attainment of institutional goals.
- Strong written and verbal skills and the ability to communicate at all levels within the institution.
- Familiarity with accounting principles and practices suggested.
- Ability to develop and manage department budgets.
- Ability to identify resources to generate income and revenues.
- Strong knowledge of fringe benefit qualifications, sales and use tax principles, and uniform commercial code regulations.
- Intermediate to advanced working knowledge of Microsoft Office and emerging technologies.
- Ability to work independently to oversee critical deadlines and competing priorities.
- Knowledge of business and management principles involved in planning, resource allocation, human resources and leadership techniques.
- Positive attitude, proven ability to work successfully with diverse populations and demonstrated commitment to promote and enhance diversity and inclusion.
- Experience and sensitivity in working with people of diverse backgrounds and cultures.
- Demonstrated experience in advancing social justice, equity, and inclusion in a university setting.
- Ability to engage and integrate culturally responsive practices and knowledge in their work.

Hiring Range |
$101,779 - $139,955 per year. We consider factors such as, but not limited to, scope and responsibilities of the position, candidate's qualifications, internal equity, as well as market and organizational considerations when extending an offer. |
