Program Manager - Steel America
Purpose:
Steel America, a division of Colonna's Shipyard, is seeking a Program Manager to oversee programmatic operations in Norfolk, VA.
Job Description:


  • Program Plans as appropriate such as Communication, Risk, Interface, Change, Transition, Resource, Purchase and Acquisitions, Quality, and Contracting Management planning.
  • Develop Program schedules, WBS, cost estimating, and scope of work definitions.
  • Frequent communication with customer expected to include identification of program requirements, clarity, provide status and obtain customer feedback.
  • Identify and specify the roles and responsibilities expected of the Program Manager team.
  • Ensure products and services associated with projects under Program meet or exceed Steel America's quality and delivery standards.
  • Ensure that the Quality Management System Project Management processes are utilized in project management activities.
  • Track Program performance with respect to budget, schedule, and quality using phase review objectives, reporting status to senior management as requested.
  • Develop and implement recovery plans for deviations from approved Program plans.
  • Resolve conflict with stakeholders identified by Program Team.
  • Identify and resolve Program related Issues working with and escalating as appropriate within the organization.
  • Identify, qualify, quantify, mitigate (or avoid) Program risks.
  • Provide feedback regarding employee performance.
  • Make recommendations for new processes where they may improve quality and organizational effectiveness.
  • Aids in the negotiation of contracts and contractual changes.
  • Coordinate preparation of proposals, plans, specifications, and financial conditions of contracts.
  • Assist in the development of new business.
  • Act as advisor to program team regarding projects, tasks, and various day to day activities of the organization.
  • Examine estimates of material, equipment, and production costs, performance requirements, and delivery schedules to ensure completeness and accuracy.
  • Assist senior management in the development and formulation of long- and short-range planning, policies, programs and objectives.
  • Formulate and recommend policies and programs that guide the organization in maintaining and improving its competitive position and the profitability of the operation.


Qualifications:


  • Must have a Bachelors Degree in Management, Science, Engineering or related field and at least 5 years' experience in program management, preferably in process-oriented operations and/or related industry. Degree requirements can be substituted for an additional 10 years of experience in program management.
  • Must have experience in engineering operations and procedures, formulating policy and developing and implementing new strategies and procedures is desired.
  • Must possess excellent knowledge of program management skills.
  • Must possess excellent knowledge of program and project management tools, process and procedures.
  • Must possess excellent knowledge of people management skills, particular influence management and conflict resolution.
  • Must possess a very good general understanding of functional organizational operations, including scheduling, procurement, manufacturing, systems engineering, and quality systems.
  • Must possess a very good general understanding of finance including the ability to read and understand financial data such as period income statements, return on investment analysis, net-present value analysis.
  • Must possess a very good general understanding of marketing, including market research, pricing, communications, and product launching.
  • Must possess excellent presentation and communication skills (oral and written).
  • Must possess excellent management, negotiation, leadership, and assertiveness skills.
  • Must be strongly self-motivated.
  • Must have strong excellent interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Must be able to work effectively in a team environment.


Desired Qualifications:


  • Prefer an accredited Program Management course with certification of completion (or PMP certification).
  • Prefer 5-10 years' experience managing a team or segment of an organization.
  • Prefer previous experience managing programs related to large steel fabrication projects and/or experience with naval ship new construction


Travel Requirements:


  • Minimal Travel; 10% or less.


Physical Requirements:


  • Sit, Stand, Walk, Bend, Squat, Climb, Reach, Push and Pull, Stoop, Crawl, Kneel, Balance, Lift and Carry various objects and equipment.
  • General office environment. Work is generally sedentary in nature but may require standing and walking for up to 30% of the time.
  • Lighting and temperature are adequate, and there is minimal exposure to hazardous or unpleasant conditions caused by noise, dust, etc. Hear, talk, and smell.
  • Specific vision abilities required by this job include close vision, peripheral vision, and the ability to adjust focus.
  • Work is generally performed within an office environment, with standard office equipment available, but also requires safe navigation and regular partnership with operations teams within shipyard/industrial environments.
  • A considerable amount of time is spent operating a personal computer.
  • Must be able to climb up and down stairs and spend time moving throughout the facility and onboard marine vessels.
