Job Summary

#CA-DS

The Project Controls Specialist supports the Project Management Office (PMO) by leading key project controls functions, including schedule reviews, reporting coordination, data audits, and cash flow tracking. This position plays a central role in reinforcing project controls processes within the project management information system (PMIS), ensuring consistent and accurate data across capital projects. The Specialist also facilitates training, supports reporting cycles, and provides direct assistance to Project Managers and stakeholders. In addition to core responsibilities, the position may support or manage smaller-scale projects, contributing to planning, design, construction, and close-out activities within the role.

  • Bachelor's degree in construction management, engineering, architecture, business administration, project management, or a related field; OR an equivalent combination of education, training, and professional experience.
  • At least two (2) years of experience supporting capital projects, construction project coordination, or project controls functions such as scheduling, cost tracking, or reporting.
  • Experience working with project management or reporting systems to enter, audit, or maintain project data.
  • Experience in preparing and maintaining fully documented files that reflect a thorough summary of transactions, deadlines, issues, and decision-making that meet established policies and procedures and University requirements.
  • Experience with construction delivery methods and best practices.
  • Experience in delivering effective and active client and stakeholder communications and reporting to leadership.
  • Experience supporting capital projects in a public sector, healthcare, or higher education environment.
  • Strong working knowledge of spreadsheet computer software such as MS Excel.
  • Skills to appropriately apply practices and procedures to meet University's building program requirements and objectives.
  • Working knowledge of project controls principles, including schedule compliance, cash flow forecasting, and performance tracking.
  • Skill in reviewing and interpreting construction schedules, budgets, and project documentation.
  • Ability to audit and maintain accurate project data across systems and reporting platforms.
  • Ability to facilitate or support user trainings and promote adoption of tools and processes.
  • Skill in organizing and prioritizing multiple tasks and deadlines in a dynamic environment.
  • Ability to learn and use project management systems and tools efficiently.
  • Ability to work independently as well as collaboratively across project teams and departments.
  • Interpersonal skills necessary to represent the University in negotiations with construction personnel and to come to a fair agreement for both parties.
  • Ability to contribute to continuous improvement efforts in project controls tools, templates, and workflows. Excellent oral and written communication skills.
  • Ability to deal effectively with a broad range of individuals, occasionally under stressful circumstances.
  • Written communication skills to prepare clear, concise, and professional reports and correspondence.
  • Ability to organize and prioritize assignments to complete work in a timely and efficient manner, particularly when there are changes in workload or assignments due to pressures of deadline and heavy workload.

Preferred Qualifications

  • Bachelor's degree in a relevant field such as construction management, engineering, architecture, or project management.
  • Three (3) to five (5) years of progressively responsible experience in project controls, capital project delivery, or project coordination roles.
  • Experience working with PMWeb.
  • Experience in the evaluation of conditions and can make recommendations to improve, revise, and/or clarify current systems, procedures, and policies etc. to promote increased efficiency in department operations.
  • Familiarity with design and construction delivery methods, regulatory reviews, and capital project standards.
  • Knowledge and understanding of University and Campus Policies, procedures, practices and resources to direct project processes and procedures.
  • Proficient knowledge of word processing, spreadsheets, scheduling, project management and document management database programs. Microsoft Word, Excel, Project, Outlook and Windows operating environment.

This includes the authority and responsibility to manage acute care capital improvement planning, design, and construction projects.
