The City of Champaign Equity and Engagement Department is seeking a service- and community-focused Clinical Manager to lead the newly created Mental Health Emergency Response Division. The Clinical Manager will lead the implementation and ongoing management of the Mental Health Emergency Response Model, a co-responder model in which first responders and trained social services professionals provide a combined and coordinated response for behavioral health, mental health, and social crisis calls for service.

The Clinical Manager is a new position in the Equity and Engagement Department, and a great opportunity for the person who welcomes the prospect of building a position, division, and program from the ground up.

Responsibilities of Position

The Clinical Manager is responsible for managing the day-to-day operations of Mental Health Emergency Response Model and supervising the division staff, four Behavioral Health Advocates. This includes evaluating systems coordination to identify gaps, identifying opportunities for collaboration with community providers, creating referral protocols, supervising case coordination, and developing and conducting training. The Clinical Manager also manages the division’s budget, oversees purchasing, manages grants, and ensures compliance with established regulations. Program responsibilities include developing and implementing standard operating procedures and data collection for program monitoring and evaluation. The Clinical Manager responds to calls for service on a rotational basis including evenings, nights, weekends, and holidays.

Salary and Benefits

                    Starting annual salary: $97,362 - $110,837, DOQ.

                    Full-time, on-site, FLSA exempt, non-bargaining unit (NBU) position.

Required Qualifications

                    Master’s degree from an accredited college or university in social work, human services, psychology, public health, or a related field. 

                    Extensive progressively responsible experience in behavioral health, mental health, or social services.

                    Experience with behavioral or mental health program management.

                    Supervisory experience.

                    Licensure in Illinois as a LCSW (licensed clinical social worker) or LCPC (licensed clinical professional counselor) or ability to obtain or reciprocate licensure from another state to Illinois within a timeframe approved by the supervisor.

                    Current valid driver’s license and acceptable driving record.

 

Preferred Qualifications

                    Experience in crisis intervention, de-escalation, psychological first aid, or culturally responsive trauma informed care.

                    Experience with co responder models, non-traditional work hours, on-call responsibilities, or hotlines. 

                    Knowledge of or experience with grassroots organizations.

                    De-escalation, crisis intervention, psychological first aid, culturally responsive trauma informed care, or other relevant certifications.

                    Speaking and listening proficiency in languages identified by the Equity and Engagement Department.

Drug screening, driving abstract, and criminal background check will be required.
