The Loudoun County Department of Mental Health, Substance Abuse and Developmental Services is seeking two talented and motivated individuals to serve as Program Manager for Transition Services, Community Partnerships, and Outreach and Program Manager for Assessment, Plan Development Services, and Quality Assurance while leading a team of early interventionists. Job Summary

This is an exciting leadership opportunity with accountability within the Early Intervention (EI) Services line, part of the statewide system of Early Intervention services known as the Infant & Toddler Connection of Virginia. Loudoun County Early Intervention provides support and services to children from birth to thirty-six months of age and their families under Part C of the Individuals with Disabilities Education Act (IDEA).

There are 2 Early Intervention Program Manager positions open in the following areas:

Program Manager, Early Intervention: Transition, Community Partnerships and Outreach:
This Program Manager oversees aspects of the EI transition process, collaboration with community partners, and planning and execution of outreach activities.

In this role, you will:

  • Monitor compliance measures associated with transition.
  • Support Part C and Part B transition activities.
  • Support the local interagency coordination council and participate in multi-agency activities, consultation, and outreach with other agencies that serve young children.
  • Implement a comprehensive system of public awareness and Child Find activities.
  • Maintain a parent-family resource directory.
  • Evaluate EI Transition, Community Partnerships, and Outreach activities, including effectiveness, efficiency, outcomes, and quality. Identify opportunities to improve service delivery, documentation, and the experience of families receiving EI services, as well as ensure compliance with federal, state, and local requirements and practices.
Program Manager, Early Intervention: Assessment, Plan Development Services, and Quality Assurance: This Program Manager oversees aspects of the EI Assessment and Individualized Family Service Plan (IFSP) Development Processes, and Quality Assurance of program activities.

In this role, you will:

  • Manage EI Assessment and Plan Development activities and associated calendars.
  • Support and monitor infant and toddler assessment and diagnostic practices in EI Services, ensuring high-quality, timely service delivery.
  • Develop and implement plans for social-emotional support and services.
  • Evaluate EI Assessment and Plan Development activities, including effectiveness, efficiency, outcomes, and quality. Identify opportunities to improve service delivery, documentation, and the experience of families receiving EI services, as well as ensure compliance with federal, state, and local requirements and practices.

In addition, the role of an Early Intervention Program Manager includes:

  • Lead an interdisciplinary EI team and provide clinical, reflective, and first-line administrative supervision to field-based licensed professionals and case managers in accordance with department policies and procedures.
  • Support insurance activities such as medical necessity reviews.
  • Contribute to public awareness campaigns.
  • Represent Loudoun County EI and MHSADS at regional and state activities.
  • Participate in leadership team activities and training development.
  • Demonstrate thorough knowledge of infant and toddler development, infant and toddler assessment standards, atypical development in young children, differential diagnosis in infants and toddlers, as well as Part C federal and state practices.
  • Display and cultivate knowledge of family-centered treatment of childhood developmental and behavioral health disorders and delays.
  • Exhibit an unwavering commitment to positive team dynamics, collaborative leadership, supportive staff development, and implementation of EI services within a coaching model. Interact with families and team members in an affirmative and timely manner, and maintain all records and documentation according to federal, state, and agency policies and procedures.
  • Additional duties include completing necessary paperwork for provider assignments and supporting inter-professional teams, which include contracted providers. In periods of high enrollment, the Program Manager may participate as a member of interdisciplinary assessment teams, administer developmental screenings and assessments, interpret results of developmental assessments to families, interpret procedural safeguards and rights relative to federal and state requirements, and facilitate the development and implementation of the Individualized Family Service Plan (IFSP). May also provide intervention and case management during periods of high enrollment or staff absence.
Salary commensurate with experience

Minimum Qualifications

Bachelor's degree in Counseling, Early Childhood Special Education, Occupational Therapy, Physical Therapy, Social Work, Speech-Language Pathology, or a closely related human services field; Five (5) years of directly related work experience, including one (1) year of employee/team management experience; or equivalent combination of education and experience.

Preferred Qualifications:

Master's degree in Counseling, Early Childhood Special Education, Occupational Therapy, Physical Therapy, Social Work, Speech-Language Pathology, or a closely related human services field. Experience working with Part C of the IDEA with the ability to provide compliant assessments during high enrollment periods. Experience in family-centered treatment of childhood developmental and behavioral health disorders and delays. Previous experience as a team leader or supervisor within an Early Intervention system.

Job Contingencies and Special Requirements

  • Must be fitted for N95 (or similar) mask to safely provide on-site services as needed.
  • Must be eligible for certification as a Virginia Early Intervention Professional and Case Manager.
Post-Conditional Offer Contingencies:

  • Employment is contingent upon successful completion of a criminal background check, credit check, driving record check, and a negative TB screen/test.
  • Must have a valid driver's license in Virginia or the regional state of residence.
