The Director of Finance undertakes all aspects of financial and contracts management, including corporate accounting, regulatory and financial reporting, budget and forecasts preparation, as well as development of internal control policies and procedures. This position also makes recommendations to the Executive Leadership Team (ELT) on financial data to support corporate business decisions. The ideal candidate will serve as a senior level finance representative and serve as a subject matter expert for the ELT. ESSENTIAL JOB FUNCTIONS:
Directs the financial activities of the company with an annual revenue of $75-$100 million
Establishes and maintains corporate budgets and financial forecasts and regularly reports on actual or forecasted revenues, profits, or losses to the JBS President
Executes short- and long-term financial strategies and evaluates past financial performance of the company communicating directly with the JBS President and JBS parent organization assigned representatives
Manages and monitors the company's cash flow and investment activity
Ensures full transparency over the financial performance of the company
Advises JBS President with approaches to decrease costs and maximize revenue
Supports development of individual department budgets and financial plans including labor and other costs (equipment, license fees, facility costs)
Assists ELT with corporate financial data requests and financial reporting as required for parent organization reporting and ad hoc requests
Ensures timely and accurate internal and external delivery of financial deliverables
Engages parent company and external customers to resolve complex contractual and financial issues
Leads solution setting addressing and mitigating impact of regulatory changes on financial and contractual functions and responsibilities
Leads internal and external audit reviews and mitigation of findings and recommendations
Leads corporate financial response to disputes that arise with government and/or clients, including proposal protests, audit negotiation/resolution, contract negotiation/solution
Maintains knowledge of financial government industry trends that may impact corporate strategy and operations
Hires, supervises, and develops Accounting and Contracts teams
Additional financial management duties as necessary
Accounting Responsibilities
Manages the Accounting team which oversees financial functions including annual budget forecasting, auditing, indirect rate setting, and accounting operations (including billing, A/R, A/P, GL, Cost Accounting and Revenue Recognition)
Supports the Controller with the preparation of monthly and annual corporate financial reporting
Coordinates and produces financial statements and ensure company compliance with GAAP
Reviews monthly financial analysis and reporting against defined corporate metrics
Oversees month-end and year-end close-out processes
Ensures compliance with and timely submittal of all government required financial reporting in accordance with grant and contractual requirements, Federal Acquisition Regulations (FAR) and Cost Accounting Standards
Maintains certification, if applicable, and knowledge of relevant laws, regulations, policies and procedures
Manages and complies with local, state, and federal government reporting requirements
Develops and documents business processes and accounting policies to maintain and strengthen internal controls
Evaluates the effectiveness of accounting software and supporting database/s and recommends updates as needed
Contracting Responsibilities
Manages the Contracts team which oversees the full-life cycle of contract management including but not limited to government proposal process, project onboarding and termination, partner agreements (non-disclosure, teaming), consultant and vendor contracts, and contract and grant compliance including development and maintenance of standard operating procedures
Supports procurement, solicitation, proposal budget preparation, and contracting award administration
Supports pricing strategy development and updates to ensure cost competitiveness in bidding
Ensures high quality contracts and grants administration in compliance with legal requirements
MINIMUM JOB REQUIREMENTS: Education and Certification:
Experience:
10 or more years of related financial or business analysis experience including supervisory experience
Prior experience with Federal Acquisition Regulations (FAR) and Financial Accounting Standards Board (FASB) requirements
Experience with federal and state government contract and grant regulations
Supervisory experience managing a team of 4-8 employees
Language: English fluency (oral and written) Knowledge:
Advanced understanding of accounts receivable, collection cycles, and after-tax cash calculations
Expertise in cost accounting for government contractors
Expertise in developing and managing company indirect rate cost pools
Expertise in full accrual accounting
Expertise in preparing and analyzing financial statements
Experience in managing audits from the company perspective
Ability to communicate effectively with corporate financial oversight staff, outside auditors, and program staff

Work Environment: Primarily works in a typical office environment, with exposure to computer screens and moderate noise levels
PREFERRED JOB REQUIREMENTS: Education:
Master's Degree in Finance/Accounting or a related business discipline
Certified Public Accountant (CPA), Certified Management Accountant (CMA) or Chartered Global Management Accountant (CGMA)
