Job Overview:

Nemean Solutions is seeking a Senior-Level Program Strategy Architect to provide strategic leadership and programmatic oversight in support of CBP's Domain Awareness Persistent Systems (DAPS) portfolio. The Architect will work director with senior leadership to drive portfolio integration, lead planning across functional domains, and support executive decision-making aligned to AMO's Vision and Strategy 2030.

Support Hours: Applicant shall be available during core work hours as established the Government customer.

Essential Duties & Responsibilities:

  • Lead the strategic integration of programs across AMO's DAPS portfolio, including legacy and next-generation systems (TARS, TAS, TMSS, P-WAS).
  • Coordinate cross-functional Integrated Product Teams (IPTs) to streamline acquisition execution and portfolio alignment.
  • Conduct trade-off studies, cost-benefit analyses, and performance evaluations to guide acquisition lifecycle decisions.
  • Develop and maintain enterprise-level strategies for acquisition governance, risk management, and capability integration.
  • Interface with senior CBP leadership, including Component Acquisition Executives (CAEs), and provide actionable program planning recommendations.
  • Drive the development of operational frameworks and program management artifacts, including Statements of Work (SOWs), acquisition plans, and cost models.
  • Guide future-state planning efforts to reduce "fire drill" operations by implementing scalable, proactive structures.
  • Oversee Integrated Master Schedules (IMS), performance metrics, and sustainment strategies supporting enduring surveillance readiness.
  • Provide expert-level advisory support on DHS policies, Federal Acquisition Regulations (FAR), and CBP guidance.

Requirements

Minimum Requirements/Education:

Education: Bachelor's degree in Engineering, Business, Public Administration, or related field (Master's preferred)

Experience: 12+ years in program strategy, acquisition lifecycle management, or federal portfolio leadership to include:

  • DHS/CBP acquisition policies and systems engineering life cycles (SELC)
  • Leading cross-functional teams and Integrated Product Teams (IPTs)
  • Lifecycle cost estimating (LCCE) and cost-benefit analysis
  • Risk management frameworks and portfolio-level planning
  • Surveillance technologies and operational readiness planning

Certifications: PMP or equivalent preferred; DAWIA or DHS acquisition certifications a plus

Security Requirement:

  • Top Secret / SCI and must be eligible to undergo and pass a CBP Background Investigation (BI)
