Position Summary

Odyssey Systems is recruiting to fill a Senior Security Manager position supporting the WIN Sensors Division, at Wright Patterson AFB, OH. WIN is part of the ISR/SOF Directorate (AFLCMC/WI), who is responsible for equipping our warfighters to win the fight. The Directorate executes a large acquisition portfolio developing, producing, testing, modifying, fielding, and supporting Air Force ISR and SOF platforms, and related sub-systems.



Responsibilities

Duties include, but not limited to:

    Administer physical, information, industrial, personnel, and Operations Security (OPSEC) programs as applied to assigned acquisition activities/systems.
  • Provide guidance and assistance to integrated process teams in the areas of physical, information, industrial, personnel, operations, and apply experience in the acquisition's security disciplines.
  • Assist in managing a full range of Special Access Programs (SAP) IAW Joint Sap Implementation Guide (JSIG) Manuals and Interface Control Documents (ICDs) as applicable.
  • Conduct Special Security Representative (SSR) duties and manage the day-to-day physical security program for a Sensitive Compartmented Information Facility (SCIF).
  • Assist with providing guidance, recommendations, and assistance to assigned Government SAP Security Officer (GSSO), program managers, supervisors, employees, acquisition SAPs and sensitive activities concerning SAP information, industrial and personnel security matters.
  • Assist with developing and maintaining time-phased, event-driven Security Classification Guides (SCGs), Program Security Directives (PSDs), Technology Assessment and Control Plans (TA/CPs), and Program Protection Plans (PPPs).
  • Administer program protection planning efforts, identify and validate mission security needs through evaluation or development of security elements of applicable programs.
  • Assist with developing or evaluating system security risk assessments and analysis, security threats and vulnerabilities, and provide program management with options and resource requirements for mitigating the risks.
  • Assist with processing and maintaining Program Access Requests (PARs) for those requiring access to associated programs.
  • Ensure security clearances for onsite Government and DoD Contractor personnel are current, within five years, when compared to the Joint Personnel Adjudication System (JPAS).
  • Assist with maintaining an appropriately classified computerized database of onsite Government and DoD Contractor personnel with access to assigned programs.
  • Assist with the development of security requirements into SAP contractual commitments.
  • Assist with the coordination of Prime and Sub DD Form 254, DoD Contract Security Classification Specifications to the Program Security Office (PSO).
  • Ensure compliance with the Security Education and Motivation Program for program-briefed personnel.
  • Assist with developing, udating, and implementing unique program in-briefings for all newly assigned personnel, as well as, for those out-processing from the program.
  • Assist with ensuring completion of all associated in-processing and out-processing forms and that personnel being debriefed are advised of the protection requirements of information learned through association with the program
  • Assist with managing SAP security incidents related to the program and monitor security incident investigations.
  • Assist with developing and maintaining standard operating procedures, emergency action plans and fixed facility checklists IAW DoD and/or ICD requirements.
  • Assist the assigned GSSO in the annual self-inspection of SAP Facilities (SAPFs).
  • Assist with training and oversight to program classified marking efforts.
  • Assist with ensuring all program briefed personnel are trained and have access to the latest Department of Defense Manual (DoDM) for marking SAP materials.
  • Assess classified documents and media created to ensure they are marked IAW DoDM 5205.07and the AF SAP marking guide.
  • Assist in the management of the accreditation cycle for division SCIF to include development and implementation of physical security policies and procedures.


Qualifications

Citizenship: Must be a US citizen

Minimum Required Qualifications

Clearance: Top Secret/SCI

Education and Years of Experience:

  • Master's or Doctorate Degree in a related field and ten years of experience in the respective technical / professional discipline being performed, five years of which must be in the DoD.
  • OR bachelor's degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD

Certifications:

  • Security Professional Education (SPED) Security Fundamentals Professional Certification (SFPC) at the start or obtain the certification within one year of assignment.
