Quality Specialist

Department of Health and Human Services

Pay Range: $24.84 - $31.61

Job Summary: Under general direction, the Quality Specialist will conduct regular audits as well as other quality monitoring activities for Department of Health and Human Services (DHHS) contracted agencies to ensure compliance with applicable laws, rules, and regulations. This position is responsible of minimizing DHHS's risk and fosters a culture of accountability and continuous improvement.

Job Duties:



  • Conduct contract reviews to determine contractual and programmatic compliance per Admin code, policy, rules, and regulations. Document results of agency review, including written reports and corrective plans. Assist in tracking and assessing contract performance and outcome measure.
  • Compile and analyze data. Review and evaluate program accomplishment, including program outcome measurement data. Summarize review findings, draft, and issue review report. Recommend corrective actions, monitor payments, and status of fiscal recoveries
  • Provide technical assistance to stakeholders on compliance with state, federal, and county ordinances, resolutions, Policy and Procedures, and other administrative regulations. Inform agencies on resources and tools available to assist in contractual, fiscal as well as programmatic compliance.
  • Travel, up to 30% of work time, to agency site visits as well as offsite meetings.
  • Perform all other duties as assigned.



Minimum Qualifications
:



  • Must be a current resident of the State of Wisconsin.
  • Must possess a valid Wisconsin driver license.
  • A bachelor's degree or higher in a Health, Human Service, or related field.
  • Basic working knowledge in Microsoft office (excel, word, power point, outlook) is required.
  • At least one (1) year of experience working in an auditing, compliance review, or closely related role in a Health or Human Services field.
  • Knowledge of DHHS and/or related Human Service network, services, and populations served.


Knowledge, Skills, and Abilities: Highly motivated team player with strong analytical skills and attention to detail. Needs to be flexible and quickly adapt to changing priorities and deadlines. Effective written and verbal communication skills; ability to manage time and work independently; ability to prioritize and multitask; ability to analyze, evaluate and solve problems; ability to verify, document and communicate audit/review results; ability to participate in teams. Knowledge of quality assurance/quality improvement procedures, best practices, research skills, public policy, public administration, or business administration is preferred.
