PRIMARY FUNCTION

The Purchasing Supervisor is responsible for the buying function, and develops procurement strategies for the acquisition of raw materials, finished goods, supplies, and outside services.

ESSENTIAL FUNCTIONS

  • Oversees supplier performance reviews and continuous improvement plans to ensure cost, quality and customer service expectations are met.
  • Establish and maintain measurable performance metrics for all levels of procurement activities to include but not limited tosupplier performance, supplier quality, internal order placement performance, financial (AP) performance, and material shortage elimination.
  • Assist the Buying Team in formulating sourcing and/or negotiation strategies as needed to support the critical business needs.
  • Focus on key supplier deliverables for cost reduction, technology, service and industry knowledge, and perform supply base risk assessments.
  • Identify, promote, and integrate key supplier core competencies into the business model.
  • Facilitate the resolution of discrepancies with supplier invoices, grievances, claims, conflicts, product non-conformance and/or quality issues.
  • Manages materials savings initiative in line with profit plan and overall business objectives.
  • Manages all activities that develop relationships with suppliers.
  • Strive to achieve spending goals with small and disadvantaged businesses.
  • Assist internal and external customers by interpreting laws, policies, laws, codes and regulations pertaining to purchasing
  • The Purchasing Manager may be required to perform other related duties to meet the ongoing needs of the organization

SUPERVISORY RESPONSIBILITIES

Supervises the work and activities of the Purchasing Team staff members pertaining to the day-to-day operations. Carries out responsibilities in accordance with the organization's policies and applicable laws, including assisting in interviewing, hiring, and training of employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; timekeeping, addressing complaints and resolving problems.

KNOWLEDGE, SKILLS, & ABILITIES:

  • Ability to lead and/or participate in cross-functional teams, and meet company objectives.
  • Excellent written and verbal communication skills
  • Excellent organizational and problem solving skills
  • Lead process improvement initiatives, create processes and work instructions, and conduct training.
  • Strong problem solving skills; ability to draw conclusions and make recommendations for problem resolution
  • Must be trustworthy - will handle confidential information routinely.
  • Ability to perform basic mathematical computations.
  • High degree of self-motivation and the ability to work independently.
  • Ability to multi-task with awareness of deadlines, and perform in a fast paced, changing environment.

QUALIFICATIONS:

  • Bachelor's Degree in Supply Chain Management, Business Administration or other related field
  • Minimum of three (3) years' supervisory experience in a purchasing, supply chain or subcontracts role.
  • Experience in a military manufacturing or commercial aviation service environment preferred.
  • Ability to read and interpret military specifications.
  • Knowledge of cost and price analysis techniques.
  • Advanced computer skills in using Windows based PC programs.
  • Experience in FAR / CPSR DoD approved purchasing system preferred.
  • Experience in an ISO9000 and AS9100 environment preferred.
  • NAPM, ISM or APICS certification preferred.
  • Working knowledge of Enterprise Resource Planning (ERP) Systems; experience working with Deltek / Cost Point preferred.
  • Ability to pass a drug and background screening.
  • Must be able to obtain a government security clearance.

WORKING ENVIRONMENT:

A fast paced multi-tasking customer service oriented environment requiring a high degree of efficient and effective performance. Adaptability regarding schedule and task changes is necessary to accommodate changing priorities. Overtime may be required.
