Position Description:
The Program Manager I, II, and Senior will provide overall program management for Energy Programs (e.g. Customer Solar Interconnection Process and Customer Energy Optimization Programs) offered by Tucson Electric Power (TEP), UniSource Electric (UNSE) and UniSource Gas (UNSG). This includes daily oversight of support staff (e.g. Technical Specialists and Program Coordinators) for program implementation and reporting. The Program Manager will be responsible for management of program goals related to Energy Programs including participation, energy savings, budgets, reporting, and identification of program changes that are necessary The Program Manager will also provide guidance and work with Corporate Communications for mass media campaigns including internet, social media, television, radio, and print as well as being a speaker at various community special events.
Position-Related Responsibilities:
Provides overall promotion, leadership, and management for Energy Programs.
Manages and directs vendors, installers and implementation contractors related to Energy Programs.
Responsible for annual third party evaluations of Energy Programs.
Assists with the planning, development, prioritization and management of Energy Programs to ensure goals and milestones are met.
Promotes Energy Programs for UNSE, UNSG and TEP to existing customers and developers. Gains commitment from the customers to participate in available programs. Negotiates and develops written contracts for participants as necessary.
Manages tracking of incentive payments and program savings.
Develops and manages use of pricing and accounting methods to assure cost recovery for Energy Programs. Assists with process development and manages monthly SOX compliance reports as required for Energy Programs.
Works closely with other Program Managers, Program Coordinators and Technical Specialists to coordinate efforts and achieve additional energy savings.
Ensures support staff is accurately maintaining customer contracts and credit tracking for Energy Programs.
Works closely with outside contractors, installers and other key industry partners to develop appropriate strategies to meet goals for participation in Energy Programs.
Prepares analytical reports to measure the success of Energy Programs and adjusts as necessary.
Provide regular reports to the Director, or Manager on the status of Energy Programs.
Identifies opportunities and develops broad-based partnerships with diverse stakeholders (e.g. local governments, business organizations, nonprofit organizations, etc.) who may be integral to program delivery.
Responds to questions from regulatory agencies such as the Arizona Corporation Commission related to Energy Program.
Effectively and clearly communicates with management, peers, and stakeholders regarding marketing and implementation of Energy Programs.
Assists in the preparation of annual reports, semi-annual reports and annual implementation plans and provides testimony for regulatory purposes on energy efficiency activities, renewable activities, Tariff reporting, Distributed Generation Interconnection Rules reporting or any other required regulatory reporting.
Travels regularly to local, regional and/or national meetings, conferences and workshops to stay current on best practices in conservation, demand side management, demand response and renewable energy.
Performs other assignments as requested by Management in support of renewable and energy efficiency programs offered by TEP, UNSE and UNSG. This position may provide services to affiliates of the Company subject to the UNS Energy Code of Conduct and the related Policies and Procedures.
Working understanding of Demand Side Management (DSM) and Energy Efficiency (EE) programs and plans to include implementation and development of operational processes and best practices for programs. Oversees administrative aspects of assigned programs including program design, data savings analysis, customer enrollments, budget, and timely and accurate incentive payments and reporting.
Working understanding and knowledge of the Renewable Energy Performance Based Incentive (PBI) Program and provides support to the program and program participants in both residential and small commercial.
Working understanding and knowledge of DGIR Rules to include the ability to assist with technical support for renewable energy programs and projects.
Knowledge of residential / commercial renewable energy programs and the front-end processing of DG applications.
* Direct and assist with UNSE Utility Scale Renewables O&M, contract management, and budget management.
* Meet with Key Accounts interested in renewable energy and provide support for Customer Care and Remittance and Business Development team.
* Approve invoices as a PO requestor submit change order request and process payments as a PO preparer
* Works with Procurement, Legal and IT to ensure emerging technologies integrated into new program offerings adhere to data and consumer privacy laws.
* Ensures annual and bi-annual internal and external audits are executed on Energy Programs.
* Analyzes business process to ensure a high level of customer service to both external and internal stakeholders.
* Leads planning of updates and changes to the workflow, customer communications, etc. by working with Stakeholders, Program Managers, Program Coordinators, Technical Specialists, and/or meeting with Arizona utilities.
* Collaborates with other departments and stakeholder groups on programs to include moving forward departmental initiatives tied to the customer experience and to create and implement training.
* Actively engage community partners to leverage program offerings. Attend Council meetings and conduct presentations to discuss new DSM or Renewable Energy projects to communities.
* Liaison with solar installation company owners and managers to improve effectiveness of the customer interconnection journey and resolve important concerns..

Program Manager II |

Will work with Management to coordinate more complex projects and will lead cross functional teams in other departments as required, such as Corporate Communications, and Information Services. Will meet with other companies or organizations regarding program management and ensure the Company is appropriately represented. |
Minimum qualification of Program Manager I plus 3-5 years of previous experience developing, designing and successfully administering Energy Programs or an equivalent combination of education and experience. Must possess the business acumen necessary to make informed decisions in a range of business-related domains, including operations, strategy, and ethics. In addition to having a deep understanding of the workplace, must possess the ability to apply that knowledge in a meaningful and productive way. Ability to perform cost savings analyses and data analyses. Will work with Manager to coordinate more complex projects with internal departments, outside contractors, and stakeholders. |

Senior Program Manager |
A top-level individual contributor who will oversee and communicate project status of the department staff to Management. Manages related team efforts and resources to achieve objectives. Provides oversight, guidance and resources for the day-to-day work of department staff. Assist and support Management in employee development and performance for the department staff. He or she may be assigned projects of any size or complexity as the project manager. Will work with the Management to coordinate more complex projects and will lead cross functional teams in with other departments as required, such as Corporate Communications, Information Services. Program Manager will be the primary source of training for the department and will share information openly. Will meet with other companies or organizations regarding program management and ensure the Company is appropriately represented. |
Minimum qualifications of Program Manager II plus 4-8 years of previous experience developing, designing and successfully administering Energy Programs or an equivalent combination of education and experience. Proficient in all aspects of time management, project organization, and technical analysis. Demonstrates strong leadership and interpersonal skills and supports all decision making with superior technical knowledge and economic analysis.
