SUMMARY OF THE ROLE
As an Occupational Health Advisor, you will develop, implement, and manage occupational health and drug testing programs at the Rio Grande LNG Facility in Brownsville, TX. The incumbent will lead Health initiatives and ensure compliance with regulations and company standards and assist functional leads to ensure requirements are properly integrated and be responsible for overall execution. Your leadership will help achieve overall HSSE performance expectations, compliance, and continuous improvement.

KEY RESPONSIBILITIES:
  • HSSE Leadership and Compliance:
  • Develop, implement, and maintain Health programs and procedures in alignment with industry standards and regulatory requirements.
  • Ensure compliance with all relevant HSSE regulations, company policies, and procedures.
  • Occupational Health and Medical Surveillance:
  • Conduct risk assessments and hazard identification, in coordination with functional leads for fitness for duty, medical screening, and health program needs in support our site Operations, Maintenance, and Engineering teams and corporate team members.
  • Coordinate fitness for duty physical exams for facility personnel at identified third-party healthcare providers.
  • Coordinate respiratory fit tests for workers in the company's respiratory fitness program, e.g., Self-Contained Breathing Apparatus (SCBA) for industrial firefighting.
  • Own and manage company Health Insurance Portability and Accountability Act (HIPPA) program, ensuring medical documents are managed.
  • Manage DOT PHMSA Drug testing program, managing, and coordinating random pool drug tests for DOT covered roles.
  • Manage the Hearing Conservation Program.
  • SME support and coordination to human resources for pre-hire drug testing and fitness-to-work physicals.
  • Case Management and Return-to-Work Program:
  • Coordinate employees return to work exams after an injury or illness, working with human resources and management on job modifications or accommodations.
  • Coordinate fitness for duty return to work and medical clearance.
  • Coordinate and work with third-party Medical Directors to optimize quality assurance and ensure that appropriate medical outcomes are consistently attained with respect to the provision of clinic services.
  • Provide and support assessment of occupational and non-occupational injuries and illnesses and first aid assessments and treatment, in coordination with Safety and third-party medical providers.
  • Collaborate with HR to create clear, written RTW policies that outline eligibility criteria, reporting procedures, assessment of work restrictions, and accommodation processes.
  • Design customized RTW plans that may include modified duties, adjusted work hours, or transitional roles, ensuring they align with medical recommendations and operational needs.
  • Ensure policies are compliant with OSHA, ADA, FMLA, and PHMSA regulations.
  • Drug testing:
  • Fills the role of Designated Employer Representative (DER) in the context of the Pipeline and Hazardous Materials Safety Administration (PHMSA), responsible for overseeing the company's DOT PHMSA drug and alcohol testing program, ensuring compliance with federal regulations, specific to PHMSA regulations outlined in 49 CFR Part 199.
  • Compliance and Management of Drug Testing Program:
  • The DER is responsible for ensuring the company's drug and alcohol testing program complies with all applicable PHMSA regulations, DOT standards, and company policies. This includes overseeing the process of determining which employees need to be tested, the types of testing used, and the procedures for handling testing results.
  • The DER is responsible for making decisions regarding testing, refusals, and other issues related to the program, in coordination with human resources.
  • The DER maintains accurate records of all testing and related activities through third-party medical providers and submits the company's annual report to DOT PHMSA as the company representative.
  • Employee Training and Education: Responsible for providing training to employees on the company's drug and alcohol policy and the testing process.
  • Emergency Response:
  • Assist in the development and implementation of emergency response plans and health procedures.
  • Participate in emergency response drills and exercises.
  • Training and Communication:
  • Provide Health training and coaching for employees and contractors.
  • Communicate Health information and concerns effectively to all stakeholders.
  • Liaison with Training department to ensure delivery of PHMSA drug testing.
  • Deliver and or coordinate First Aid, CPR, AED training.
  • Other Responsibilities:
  • Work closely with human resources, HSSE, operations, maintenance, and engineering teams to ensure Health considerations are integrated into all aspects of LNG operations.
  • Participate in project planning and execution, providing Health input and guidance.
  • Travel between the Corporate and Facility site as needed.
  • Stay abreast of industry best practices and regulatory changes related to Occupational Health for LNG operations.
  • Assures that Health requirements are properly interpreted and integrated in planning documents, design criteria, and operational plans, schedules, training programs, and subcontract documents.
  • Assures support within HSE teams and to Engineering, Construction, Operations, Legal, Contracts, Procurement, Management, and other functions regarding Health requirements.
  • Help write and oversee implementation of Safety and Health Management Plans, and other HSE plans in compliance with Company's HSE Management System, standards, and contract and regulatory requirements.
MINIMUM REQUIREMENTS:
  • 2 to 4 years' experience in medical or HSE within the LNG, oil & gas, or petrochemical industries.
  • Active, unrestricted U.S. Nursing License (RN)
  • Associate or bachelor's degree in nursing (from an accredited program)
  • Relevant professional certifications, such as Certified Occupational Health Nurse (COHN), or equivalent.
  • Experience in clinical case management, telephone triage, or acute care (ICU, ER, primary care, etc.)
  • Strong critical thinking, customer service, and communication skills
  • Spanish language skills (preferred but not required)
  • Demonstrate proficiency in various occupational health or medical programs.
  • Excellent communication and interpersonal skills. Ability to interact and influence effectively with every level of the organization.
  • Must obtain and maintain a Transportation Worker Identification Credential (TWIC) card in good standing status.
  • Travel 20-50% between the Houston Corporate office and Brownsville Facility.
PREFERRED QUALIFICATIONS:
  • Bachelor's degree in a relevant field of Nursing (from an accredited program).
  • 5 + years' experience in medical or HSE within the LNG, oil & gas, or petrochemical industries.
  • Maintains certification to deliver First Aid, CPR, AED training.
  • Experience in working with KPI guidelines to track monthly requirements aligned to the NextDecade RGLNG annual business plans.
  • Proven experience managing Health initiatives within large-scale, complex projects or oil & gas/LNG industry with a track record of translating strategic objectives into actionable health plans.
  • Strong analytical skills, with the ability to make informed decisions by applying comprehensive knowledge of Health practices and regulations.
  • Exceptional ability to communicate complex health information clearly and effectively to diverse teams and stakeholders.
  • Demonstrated experience working in cross-functional teams, fostering a culture of safety.

* Exposure to indoor and outdoor weather conditions.
* Not necessarily protected from weather and temperature changes. Possible exposure to hot, cold, wet, humid, or windy weather conditions.

* Exposure to constant or intermittent sounds of a pitch level sufficient to cause marked distraction.
