SUMMARY OF THE ROLE
The Facility Risk Assessor's primary responsibility is to supporting operations activities for the safe and reliable operation of the RGLNG Facility. The role involves supporting the Production Shift Manager and HSSE teams for short- and medium-term risk management, including performing risk assessments, developing mitigation plans, and ensuring that all mitigations are in line with the NextDecade RGLNG operational and cumulative risk procedures, and applicable regulations. The Facility Risk Assessor will interact directly with a large group of stakeholders from various asset disciplines including Maintenance, Engineering, HSSE, Environmental, and Supply Chain, and interface with contractors and vendors. This will require the completion of leadership, HSSE, and soft skills-specific training. This position will be in Brownsville, TX.

KEY RESPONSIBILITIES:
  • Support and promote safety procedures on shift, helping team members follow Process Safety Management (PSM) practices and quality/HSSE guidelines during daily tasks.
  • Assist in identifying potential safety or environmental hazards using established risk assessment tools and help ensure proper attendance and approval for safety meetings.
  • Review permits and work plans submitted for the shift, checking for appropriate risk controls and equipment identification under guidance from supervisors.
  • Help prepare for shift meetings by highlighting scheduled high-risk or simultaneous operations (SIMOPS) work.
  • Perform regular safety walks in the field, check on work crews, and participate in toolbox talks to ensure safety measures are being followed.
  • Support operational risk assessment activities during shift, including temporary changes to equipment or procedures, emergency work, and valve or barrier status tracking.
  • Check open risk assessments during shift to confirm that safety steps are being followed.
  • Help track safety-critical equipment that is not functioning properly, working with equipment owners to follow deferral and repair procedures.
  • Promote a strong safety culture by following safety rules, using tools like the Permit to Work system, and reporting concerns or unsafe practices.
  • Assist in collecting information for incident investigations, helping prepare initial reports and tracking follow-up actions.
  • Help train coworkers on basic safety and risk tools as directed by supervisors.
MINIMUM REQUIREMENTS:
  • 3-5 years' experience in HSSE related field or operations.
  • Obtained HSE-related certifications, such as CSP, OHST, CSHO, CHST, ASP or other relevant credential
  • Demonstrate proficiency in various risk assessment techniques.
  • Excellent communication and interpersonal skills. Ability to interact and influence effectively with every level of the organization.
  • Knowledge of Barrier Management model.
  • Experience in LNG-specific hazards, cryogenic risks, and emergency response planning.
  • Understanding of regulatory requirements (FERC, PHMSA, USCG, OSHA, API, ISO 31000, NFPA 59A, and LNG-specific regulations).
  • Must maintain a Transportation Worker Identification Credential (TWIC) card in good standing status.
PREFERRED QUALIFICATIONS:
  • 5 + years' experience in leadership role(s) risk assessment, safety management, or HSE within LNG, oil & gas, or petrochemical industries.
  • Experience in working with KPI guidelines to track monthly requirements aligned to the NextDecade RGLNG annual business plans.
  • In depth understanding of the Risk Assesment Processes, and Process Safety Fundamentals principles.
Job Site Work Environment
* Must be able to wear all necessary PPE equipment to perform job functions.
* Operates in a complex construction environment.
* Exposure to indoor and outdoor weather conditions.
* Not necessarily protected from weather and temperature changes. Possible exposure to hot, cold, wet, humid, or windy weather conditions.
* Exposure to moving mechanical parts and electrical circuits.
* Exposure to constant or intermittent sounds of a pitch level sufficient to cause marked distraction.
* Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w/scanner and fax, and radios.

* Physically able to walk, stand, bend, stoop, kneel, reach, twist, lift, push, pull, climb, balance, crouch, handle, and lift items weighing up to 20 lbs. without assistance.
* Visual acuity corrected to perform job functions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
* Must be able to clearly communicate with others via radio, phone, and verbal methods.
* May be required to enter confined spaces.
* May be required to work at elevated heights and access elevated structures without assistance.
