Pay Rate Non-Rep Pay Grade N05 Annual Salary Range:$115,595.00 (Minimum) - $175,127.00 (Maximum) *Starting negotiable annual salary range will be $115,595.00- $138,452.20 to commensurate with education and experience.
Reports To Manager of Internal Audit or designee.
Current Assignment The San Francisco Bay Area Rapid Transit District (BART) is recruiting to fill a vacant Senior Internal Auditor position. The incumbent in this position is responsible for providing contract audits and related support services for BART's capital program. Contract audits include performing work in accordance with Federal Acquisition Regulations (FAR), Generally Accepted Accounting Principles (GAAP), and Generally Accepted Government Auditing Standards (Yellow Book) standards, funding agency requirements, and contract provisions. Related support services include providing advice and assistance to various BART staff and departments for the development of contracts and the determination of compliance with existing contract provisions. The incumbent will be responsible for completion of assignments from initial coordination with the audit requestor to issuance of the final written report; will participate in communications with contractors and governmental agencies; and will work independently with BART capital project teams, contract managers, legal staff, accounting staff, and grant administrators. Internal Audit provides independent audit services, with the responsibility for auditing, examining, and reviewing BART activities to help ensure that: public assets are safeguarded; business operations comply with applicable policies, regulations, and rules; and BART records are accurate and complete. Internal Audit also provides analytical non-audit support services to other BART departments, programs, and activities as requested. Internal Auditors should represent the utmost model of ethics, responsibility, and integrity for BART and the public. Beyond the minimum qualifications, the incumbent will demonstrate:
- Knowledge and experience of contract pre-award, post-award, close-out, change order, provisional indirect costs rate, final indirect cost rate, and claim audits.
- Knowledge and experience in auditing for compliance with FAR, GAAP, and Yellow Book.
- Knowledge and experience evaluating the adequacy of a contractor's estimates and actual cost documentation, accounting systems, policies, and procedures.
- Knowledge and experience using automated workpapers.
- Able to effectively communicate findings to managers and other staff.

Examples of Duties

- Performs the more complex and difficult work of staff responsible for contract, financial, and other types of audits; analyzes data for the efficiency, effectiveness and compliance of financial systems and operational activities; presents oral and written information to management regarding conclusions of analysis and recommendations for cost reductions and operational improvement; prepares formal written reports.
- Assists the Manager of Internal Audit and advises District management on the compliance, effectiveness, and economy of District activities.
- As assigned, provides technical guidance and verifies accuracy of reports; reviews and edits final reports.
- Develops standards, goals, and objectives for assigned audits; participates in long and short-range planning of auditing activities; develops department manuals and procedures incorporating the auditor standards.
- Performs planning of specific audits by participation in determining the direction and scope of proposed audit and investigations; makes recommendations to management regarding planned audit and auditing procedures; interprets audit procedures, techniques, and analytical materials to be utilized.
- Develops and implements audit quality controls; performs quality control review of audit reports and work papers; ensures clarity, logic, and adherence to internal and government accounting standards.
- Assists with overall operations of department; may function in place of auditor managers in their absence; monitors compliance with audit standards; coordinates audit requests originated by other departments.
- Develops functional relationships with other departments, as assigned, to facilitate audit activities involving the departments; provides requested consulting services as requested on a broad range of compliance, contractual and financial issues.
- Provides consulting and investigative services to various departments as requested.

Minimum Qualifications
-
Education: Possession of a bachelor's degree in accounting, finance, business administration, public administration, or a closely related field from an accredited college or university.
Experience: The equivalent of three (3) years of (full-time equivalent) verifiable professional experience in auditing or related experience.
LicenseorCertificate: A valid certificate as a Certified Fraud Examiner (CFE), Certified Public Accountant (CPA), or Certified Internal Auditor (CIA) is preferred.
Substitution: Additional professional experience as outlined above may be substituted for the education on a year-for- year basis. A college degree is preferred.
