Lifecycle Acquisition Management Support
Overall Assignment Description: * Provide support to NGA TEGA Discovery Services Program Management Office (PMO). Supporting the GEOINT Search and Retrieval (GSR) and The Globe programs activities and provide technical expertise to throughout the acquisition management lifecycle of both systems. * Serves as a SME member of team that provides strategic IT Technical, operational engineering, and acquisition advice alongside the Government PMO and the program manager. Duties include: Specific tasks: Engineering Support:
- Coordinate and accomplishes tasks relating to GSR and The Globe systems engineering, security, testing, integration, transition, deployment, operations and sustainment.
- Evaluate program(s) Cloud systems, architecture, software, user interfaces, content / data management, and security with other NGA systems such as NCL, GIMS, GeoNames and Cedalion and new content store and interfaces.
- Provides technical oversight and guidance in the development of the GSR capability, focusing on the following: requirements definition, design assessments, test procedure completeness, requirements traceability assessments, and schedule planning.
- Provides insight and knowledge as to how The Globe supports the NGA Mission and provides details of how The Globe relates and interfaces with other NGA systems such as GSR, GIMS, Map of the World (MOW), NES and Cedalion.
- Assesses GSR and The Globe System Designs.
- Determines impact to GSR and The Globe of Enterprise Schedule Changes and recommend options.
- Performs analysis of end-user customer requirements/capabilities and decompose those into user stories and requirements for use by The Globe application developer.
- Conducts hands-on evaluations of GSR and related GIS applications to understand and influence user workflows, enhance user experience, evaluate user authentication/authorization approach, evaluate system performance, and perform capability assessments.
- Assess contractor design against program requirements and contractual requirements.
- Works with The Globe program management office and development contractors to guide and support the complete product lifecycle including requirements definition; design; prototype; test; integration; deployment; and operational support.
- Participates in reviews of other NGA programs (GSR, Requirements Traceability Matrix (RTM) & National Exploitation System (NES) and Map of the World) as related to The Globe.
- Reviews, analyzes and comments on specific NGA enterprise RFCs.
- Aids in requirements gap analysis between NGA legacy/heritage systems targeted for retirement and new replacement systems.
- Reviews and tests The Globe Security Requirements.
- Participates in the conduct of and witnessing of acceptance test procedures.
- Provides guidance and assists in the analysis and understanding of end-user requirements/capabilities and decomposing those into the requisite tiers of program documentation (System Requirements Document (SRD), System Requirements Specification (SRS), Authority to Proceed (ATP).
- Support the government for GSR and The Globe contractor's test events (Factory Acceptance Test (FAT), Site Acceptance Test (SAT).
- Provides support to GSR and The Globe-related NGA/NTO Independent Verification and Validation (IV&V) activities as liaison for NGA/A.
- Support the PMO efforts to observe and collect on-site user experience and the translation of those observations into user stories GSR and The Globe features and incident reports of bugs and defects
Coordination, Meetings and Program Management Support:
- Coordinates, participates and makes recommendations in planning and technical exchanges between prime contractor, segments, projects and customers.
- Monitors and coordinates program resource allocations.
- Consults with program management office on technical, program management and contractual matters and provide strategic acquisition and operational advice to the program management office.
- Collaborates with government PMs, contractors and users to develop technical recommendations related to integration, development, test and deployment of GSR as an enterprise capability.
- Prepares contractor SOW for both Integration and Development contractors for follow on contracts to the Globe.
- Prepares and evaluates program Standard Operating Procedures (SOPs) for CM boards, Program review boards and team workflows.
- Interfaces with users across the IC, supporting CONOPS, Connectivity, data discovery, and user access across the three security domains of the NSG enterprise.
- Coordinate activities and schedule between PMO, contractor, and related programs and projects. Tracks, evaluates, consults and advises on program and enterprise action items from program reviews.
- Ensures security processes and procedures are followed by the GSR and The Globe development contractor(s)/vender(s).
- Ensures that GSR and The Globe development contractor's detailed design for the system is consistent with NGA's stated objectives (Service Oriented Architecture (SOA), based on Open Geospatial Consortium (OGC) services).
- Provides GSR and The Globe program management office liaison support to dependent or interfacing NGA segments, projects, and programs, specifically in the area of Early Integration Test (EITs) and Integration Test (IT) activities.
Skills and Experience: Required:
- B.S. degree, or higher, in IT Cloud Systems, Data Engineering, Geography or a related field.
- Experience designing, engineering, developing, certifying, and deploying geospatial intelligence systems.
(U) Desired:
- Familiar with Cloud Systems, Systems Engineering, Acquisition, Property Management, Security Engineering, and testing processes.
- Understand GSR and The Globe functions and capabilities.
- Understand the geospatial intelligence mission and its contributions to the IC.
- Familiar with geospatial standards developed by the OGC and other standards organizations.
Additional certification(s) under DAWIA, the Project Management Institute, the American Society for Quality, or similar relevant professional organizations.
