Job Description |

When Virginia's General Assembly established the Virginia Community College System in 1966, the need for a comprehensive system was well known. Over the two decades after the end of World War II, leaders in government, business, professional sectors, and academia had called for a new approach to providing educational opportunity. As chief accounting and fiscal officer, the Controller maintains the integrity of the financial operations of the
VCCS. This includes management of budget planning and execution, general accounting and reporting, accounts payable, accounts receivable, payroll accounting and reporting, grants and contracts accounting, capital outlay and fixed asset accounting, cash management operations, purchasing, and financial records retention.
Essential job functions include:
- Manage Fiscal Services department and staff, and direct staff in the maintenance of the Accounting Information System
- Provide sound financial analysis of VCCS operations, programs and initiatives.
- Develop and implement fiscal operations.
- Provide guidance to twenty-three community colleges, the Shared-Services Center, and System Office on financial policies and procedures.
- Research and provides information to the Vice Chancellor for Finance & Capital Resources and the Senior Vice Chancellor for Finance and Operations for dissemination as requested.
- Provide information and presentations to the State Board and Advisory Council of Presidents and other VCCS governance groups as needed or requested.

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor. |
KSA's/Required Qualifications |
- Relevant management-level experience in accounting and the development, implementation, and management of automated financial systems.
- Solid experience supervising a financial services department with multiple functions.
- Progressive financial and accounting related experience.
- Relevant experience in maintaining internal and audit controls.
- Experience working in a higher education business and finance operation
- Comprehensive knowledge of accounting principles and reporting requirements of the AICPA and NACUBO.
- Excellent organizational skills with demonstrated leadership and team building abilities in a supervisory capacity.
- Excellent communication skills, both oral and written, with ability to present information clearly.
- Computer skills, to include Microsoft products and enterprise software.
- Ability to contribute to the management team.
- Ability to determine department priorities and projects, and manage deadlines.
- Ability to champion and drive initiatives.
- Demonstrated experience in overseeing and supporting the preparation of year-end financial statements by ensuring timely reconciliations, accuracy of financial data, and compliance with accounting standards and audit requirements.
- A combination of education and experience in accounting and/or business administration equivalent to a master's degree.
