Pay Range: $131,490- $161,028 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. Job Description

We have an opening for a Health Information Manager (HIM) to lead and manage the Health Services Department (HSD) WebChart Electronic Medical Record (EMR) system, with the primary goal of improving employee health outcomes. In this role, you will partner cross-functionally with physicians, nurses, clinical, and administrative staff to improve the delivery of services. You will work cooperatively with IT developers and vendors as you lead projects to upgrade or enhance the tools while helping clinical staff to use them effectively. You will manage a small team of IT and HIM professionals to ensure clinical support. This position is in the Environment, Safety and Health (ES&H) Directorate and will report to the Site Occupational Medical Director.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or moredays per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization

You will:

  • Be the super user, liaison and subject matter expert for HSD's EMR and other systems.
  • Mentor and lead a team to support the technology needs of clinical staff and develop, teach and perform quality assurance, scheduling, and similar functions.
  • Manage the access retention, privacy, and security for medical records and other covered artifacts to meet and exceed guidelines of the U.S. Department of Energy (DOE), Occupational Safety and Health Administration (OSHA) and Association for Accreditation of Ambulatory Health Care (AAAHC) as well as Federal, State, and local standards for record retention.
  • Plan, organize, and oversee all aspects of HSD's electronic health information and related system interfaces (Time, Enablon, LabCorp, WebMD, EAM, WPC, LTRAIN, and People) with technical support from the Information Technology group (LivIT Program).
  • Manage enhancements and upgrades. Provide support for staff workflows with templates and other tools for effective work.
  • Improve clinical workflows, working directly with the people who do them, design efficient tools within and connected to the EMR.
  • Extract meaningful clinical and operational data to report trends and fulfill internal and external reporting needs.
  • Provide strategic direction and oversight to the Health Services Department Health Information Technology multi-year roadmap.
  • Ensure that all health records systems and other records management projects are completed effectively, and according to specifications by effectively managing resources, timelines, and stakeholders from initiation to closure.
  • Advise organizational senior management on HIM policies, procedures and projects.
  • Other duties as assigned.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's Degree in a relevant health information technology related field, or equivalent combination of education and significant related experience.
  • Significant experience and/or formal training and expert knowledge in health information management and administration, understanding technical principles, theories, practices, and medical terminology to assure quality management of data and health information.
  • Significant experience in the administration and management of an EMR system.
  • Experience developing and/or improving clinical processes using an EMR system and curating or modifying system capabilities.
  • Advanced skills using desktop tools (e.g., Excel) to manage clinical processes and workflows, track, and trend data, and develop operational reports.
  • Strong organizational skills and the ability to function effectively and independently and set priorities in a multi-tasked environment with constantly changing demands.
  • Comprehensive knowledge of statutory requirements related to health information management.
  • Expert communication, facilitation, and collaboration skills necessary to present, explain, and advise senior management and/or external sponsors.
  • Experience with team building and conflict resolution.

Qualifications We Desire

  • Possess a current Certified Health Data Analyst (CHDA)credential.
  • Graduate degree or professional certification in health informatics.
  • Significant experience or training certification in project management.
  • Extensive experience with MIE WebChart and/or other ambulatory EMRs.
  • Familiarity with one or more data languages such as Visual Basic, SQL, XML, HL7 or R.
  • Experience with ticketing systems such as Jira.

This is a Flexible Term appointment, which is for a definite period not to exceed six years.If final candidate is a Career Indefinite employee, Career Indefinite status may be maintained (should funding allow).

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
