**This position is contingent upon award of contract/contract requirements.** ALEX - Alternative Experts is hiring a full-time Data Scientist to join a team supporting the USMC Common Output Levels of Service Support (COLS) program. This program aids Marine Corps Installation Command (MCICOM) with management, data, and systems to: recommend risk-based performance priorities, oversee priority achievement, demonstrate resource needs to USMC leadership, align available funds, improve cost effectiveness through data-driven analyses. The program aligns with Planning, Programming, Budgeting, Execution, and Assessment (PPBEA) and the Marine Corps' version of the Defense Readiness Reporting System (DRRS).
Requirements
- Develop and enhance the COLS framework functionality, performance risks, and measures.
- Manage requirements for refining the LFS Apps COLS Application, ensuring accurate data imports and developing reports, splash pages, and dashboards.
- Refine the COLS Power BI Dashboard, integrating analyses and visuals with COLS, PBIS, and DAI data.
- Provide administrative support for COLS App management and maintenance.
- Support the development of the COLS Executive Resource and Risk Management system for MCICOM COLS levels in POM and execution years.
- Assist in creating data and facilitation for COLS performance reviews, feedback loops, and problem resolution tracking.
- Use quantitative methods for validation.
- Review analytic results with experts to ensure consistency with empirical data.
- Ensure Models and Simulations comply with MIL-STD-3022 for POM, Budget, and Execution decision support.
- Develop error mitigation approaches as directed.
- Administer COLS training and updates.
- Support the annual CORE report by developing tools, coordinating data collection, analyzing results, and writing report segments.
Required Skills, Experience, and Qualifications: The Data Scientist will be the core team member to guide pipeline design and implementation, recommend optimal military databases, and facilitate access to models and tools to drive impactful analytic results.
- Experience in statistical computing languages, such as Python, R and others (SQL, MATLAB, SAS).
- Advanced programming skills in these computing languages listed above.
- Proficient in statistical concepts (hypothesis testing, regression analysis, and probability distributions, etc.)
- Proficient with supervised and unsupervised ML algorithms, including decision trees, neural networks, and clustering techniques.
- Technical skills to extract, manipulate, and manage large datasets from various databases.
- Able to clearly communicate complex technical findings to both technical and non-technical audiences.
- Capable of interpreting results and translating data insights into actionable recommendations used in building strategies and decision-making.
- Proficient in working with the Agile Sprint methodology for software development as it is aligned against this customer's requirements.
Preferred Skills, Qualifications, and Certifications:
- Prior military experience is beneficial.
- Certified Analytics Professional such as SAS Certified Data Scientist / SAS Certified Professional: AI and Machine Learning / SAS Certified Analytics Professional, IBM Data Science Professional Certificate or comparable certification programs through universities or the commercial sector.
- Preference given to a candidate in the National Capitol Region (DC, VA or MD), commutable to the Pentagon location.
Education and Other:
- Bachelor's degree in data science, computer science, engineering, mathematics, or a related technical field of study.
- Or three (3) years of data science experience as part of a technical/programmatic team.
- Must be able to obtain an HSPD-12 adjudication to obtain a CAC card.
- U.S. Citizenship required.
