Job Description
This position is responsible for identifying and executing investment, funding and interest rate derivatives transactions that support overall FHLBank strategy. This position supports Capital Markets leadership in development and implementation of investment strategies, interest rate risk management, conducting market research, and developing enhanced risk management practices; primarily responsible for execution of all long-term investment strategies; and will serve as a backup for liability, and derivative transactions. Qualifications
Bachelor's degree in finance or economics. MBA and/or CFA is preferred. Three or more years of progressive experience in the management of fixed income or other market related trading activity with significant emphasis on or knowledge of the mortgage-backed securities markets. Familiarity with derivative markets, including an understanding of financial instruments such as futures, options, and swaps. High level analytical and problem-solving skills are required; problems can be technically complex and require the collection, interpretation, and analysis of data from diverse sources. Must be able to make, take responsibility for, and demonstrate commitment to decisions in a timely manner. These may be required to be made under short time frames, contain circumstances with offsetting factors, evaluation of various options, consideration for novel approaches and investment structures; all must be made in adherence to regulation and accepted risk appetites. Ability to effectively express ideas orally and in writing, prepare business correspondence, summarize complex reports, write procedures, and interpret complicated policies. Work effectively with internal and external stakeholders in idea generation, negotiation, research, process review and design, and a focus on improving the capabilities of the Capital Markets department. Knowledge of asset/liability management techniques and interest rate risk measures. Ability to perform basic and advanced financial calculations. Must be able to work and travel independently.
