Harkcon, Inc. is pursuing a contract supporting the US Department of Commerce's Office of Privacy and Open Government FOIA and privacy programs. Our team of analysts and specialists will, when we are awarded the work, help reduce the FOIA request backlog and complete incoming requests as well as improve response times to Privacy Act requests. Do you have a documented history of work in FOIA, Privacy Act of 1974, privacy provisions of the E-Government Act and the Federal Information Security Modernization Act? Sr FOIA Analyst / On-Site Lead Responsibilities:

  • Serve as primary point of contact for contract execution and coordination with the Government.
  • Supervise and guide a team of FOIA and Privacy Analysts in processing requests under 5 U.S.C. * 552 and * 552a.
  • Lead FOIA backlog reduction initiatives and ensure statutory compliance.
  • Oversee quality control of all deliverables and ensure contract milestones are met.
  • Support litigation efforts and provide leadership in FOIA appeals and consultations.
  • Generate weekly, quarterly, and ad-hoc performance reports.

Minimum Qualifications:

  • Education
    • Bachelor's degree required (relevant fields include Biz Admin, Computer/Data Sci, History, Info/Data/Knowledge Mgmt, Internat'l Affairs/Relations, Law, Library/Info Sci, Mgmt Info Sys, Paralegal Studies, Philosophy, Public Admin).
  • Experience
    • 2+ years of project management
    • 1 year of FOIA/Privacy Act experience OR 3 years as a working paralegal
      • Experience in:
        • interpreting and applying the Freedom of Information Act (FOIA) and the Privacy Act (PA) 1974, as amended, as well as related laws, regulations, policies, and procedures to render a determination to grant access to records
        • drafting responses and maintaining records for FOIA and PA requests
    • Proficiency in Microsoft Office and FOIA case management tools (e.g., FOIAXpress, Relativity)
    • Exceptional communication and leadership skills

Preferred Qualifications:

  • 5+ years of project management experience
  • 5+ years of experience interpreting and applying the FOIA and PA
  • 2+ years of experience processing FOIA requests using automation sucha s eDiscovery tools managing FOIA contracts or public disclosure programs.
  • PMP Certification or equivalent
