What You'll Do

* Oversee Environmental, Safety, and Health (ESH) program implementation during the start-up and commissioning phase of a large facility inclusive of technical and administrative aspects; compliance activities; and processes and plans associated with ESH disciplines and applicable interfacing procedures between the contractor and operator.

* Coordinate with a ES&H disciplines to facilitate implementation of the CNS Y-12 Integrated ES&H program, including applicable regulatory requirements, and contractual commitments.

* Assist in the development, implementation, and maintenance of programs, systems, and procedures necessary for commissioning a large facility and associated infrastructure/facilities.

* Assure support within ESH teams and to Engineering, Construction, Commissioning, Operations, Legal, Contracts, Procurement, Management, and other functions regarding ESH requirements.

* Engage with Construction, Pre-commissioning, CSU, and Subcontractor teams to focus on work areas to support the completions effort, including submittal of applicable ES&H completions documentation

* Review and initiate ES&H planning and program implementation for commissioning and turnover activities for the commissioning and handover phases of the project and ensure alignment with project milestones and schedules.

* Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals

* Assure that ES&H requirements are properly interpreted and integrated in planning documents, design criteria, construction and operational plans, schedules, training programs, and subcontract documents, as applicable.

* Oversee implementation of ES&H management plans, procedures and applicable ES&H related procedures (e.g. LOTO) in compliance with CNS ES&H Integrated Management System, standards, and contract and regulatory requirements. Recommend changes to policies and establishes procedures that affect startup, commissioning or handover to operations and maintenance.

* Conduct assessments and inspections, and participate in audits, to confirm ES&H compliance with contractual commitments, laws and regulations, environmental permit requirements, and facility standards.

* Track, evaluate, and report ESH data and performance trends and determine corrective actions and opportunities for improvement.

* Prepare communications, reports, and prepare documents for program execution

* Coordinate incident notifications, lead investigations, and prepare incident investigation reports

* Recommend and implement improvements in processes, procedures, and work activities to minimize hazard potential

* Research moderately complex issues and provide regulatory interpretation and technical advice

* Provide guidance for facility operations and maintenance, including utilities and production

* Participate in and may provide input for special technical educational and training programs as necessary or applicable

Minimum Job Requirements

  • Bachelor's degree related to environmental, safety, health or science-related discipline: Minimum 7 years of relevant experience.Typical experience ranging from 10 to 15 years.
  • ORMaster's degree: Minimum 6 years of relevant experience.Typical experience ranging from 10 to 15 years.
  • ORPhD: Minimum 3 years of relevant experience.
  • In addition, the applicant must meet the requirements of DOE O 426.2A (i.e., Baccalaureate in engineering or related scientific major, 2 years job-related, and 1-year nuclear experience; or a DOE O 426.2A alternative).

Preferred Job Requirements

  • Prior work experience at a U.S. Department of Energy nuclear facility.
  • Certification as a Certified Industrial Hygienist (CIH) and/or Certified Safety Professional (CSP) preferred for senior position.
  • Experience with job hazard analysis and work control, chemical management, and respiratory protection.
  • Demonstrates excellent written and oral communication, listening, and presentation skills.
  • Team oriented, with the ability to effectively interact with all levels of personnel (i.e., line employees through senior management.
  • Demonstrates requisite competency in a variety of computer programs, such as Microsoft Office Suite products (e.g., Word, Excel, PowerPoint) and safety and industrial hygiene data management systems.
  • Safety and/or industrial hygiene field experience in industrial operations, maintenance, and/or construction commensurate with career level.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
