PURPOSE OF POSITION:

Under the direction of the Supervisor-Power Station Operations, and in coordination with control operators, assists placing into operation or taking out of service, boilers, steam and combustion turbines, and all related auxiliary equipment. Makes visual checks and takes regular readings on equipment throughout the Plant. This job description applies to Maintenance Mechanic - Relief Operator 1, 2, 3, & 4. Duties in this job description are assigned gradually as the worker develops knowledge and proficiency.

ESSENTIAL JOB FUNCTIONS:

1. Starts, stops, monitors, operates, adjusts and maintains on line, any and all power plant equipment, such as: boilers, steam and combustion turbines, pumps, condensers, soot blowing equipment, demineralizers, ash handling equipment, and other auxiliary equipment.

2. Maintains coal flow to boilers, records hourly readings. Notes and reports to supervisor any unusual conditions of equipment. Cleans equipment, wipes oil. Observes safety practices and policies.

3. During emergency and unusual conditions, demonstrates competency by acting to prevent dangerous conditions from occurring. Initiates necessary steps in an orderly sequence to maintain operation, while protecting equipment and personnel.

4. Provides break-in for future Relief Operators. Steps up to higher classified operations positions as scheduled by management. Occasionally may be required to act as a step-up Control Operator, as designated by management.

5. Performs other duties such as cleaning, lubricating, preventive maintenance, training, etc., as deemed necessary by management to ensure full productivity, and safe, reliable, and efficient operation.

6. Uses an electronic tablet or computer to take logs, perform certain shift functions, add work requests to the Maintenance Management System, and modify or complete work orders in the Maintenance Management System.

7. Will be required to immediately promote to higher classification within operations when an opening occurs based on seniority.

8. Performs maintenance work as assigned and during unit outages.

9. Adheres to Utility policy, procedures, department directives, EPA/MDNR Emission Permits, NERC/FERC and other compliance regulations, safety operating rules, EEO plans.

10. Performs other related duties as required or assigned by management.

QUALIFICATIONS:

Education and Experience:

High school graduate or equivalent required. Two years power plant/heavy industrial mechanical or operational experience (for example: boilers, turbines, large pumps, conveyors, compressors, valves, etc.) is required. A minimum of 6 relevant applicable college credits may be substituted for 1.5 years of experience. Non-credit courses or GPI Learn modules may be submitted for consideration. Relevant military mechanical/operational training and/or experience may be substituted for power plant experience.

To be eligible for the next classification, must complete the approved curriculum including, but not limited to on the job and computer-based training. The employee shall complete each step of training within allotted time as outlined by management.

Licensing/Certification:

Must have a valid driver's license (minimum Class F).

Knowledge, Skills, and Abilities:

Skills and abilities are expected to increase as the employee gains experience and progresses through the job classifications.

* Basic knowledge of:

- Computers and handheld devices for record keeping and adding work orders.
- Thermodynamics
- Mechanical aptitude
- Operations of industrial equipment such as dump trucks, euclid trucks, skid steers, backhoe, etc.
- Adjusting auxiliary equipment operating outside normal parameters.
* Ability to:

- Train and mentor junior classified Relief Operators as directed.
- Work alone, within capabilities, or in a team environment.
- Monitor, maintain, and interpret readings auxiliary equipment.
- Make mature decisions with or without direct supervision.
- Possess and show good judgment while working to identify and bring uncontrolled and potentially hazardous conditions under control.
- Demonstrate knowledge of CU's safety policies by working safely.
- Continue education and development to further an understanding of plant operation.
- Communicate clearly and effectively with coworkers and supervision.
- Conduct yourself in a manner that is professional and of good conduct.
- Work with others in a respectful, courteous, and professional manner.

- Successfully navigate various electronic programs including but not limited to Microsoft Office Suites, other applicable information technology applications, and self-service platforms.

Physical Requirements:

Physical requirements include pushing, pulling, stooping, must be able to lift 55 pounds regularly and 80 pounds occasionally, working at heights, and being able to visually differentiate between color-coded electrical and electronic equipment associated with this job. Must be able to respond to audible and visual alarms, including safety production alarms and emergency response. Must be able to work within the rated capacity of the utility's aerial lifts, ladders, fall restraint devices and/or other job-related equipment.

Safety Sensitive Position:

A safety-sensitive position involves the performance of duties which may have a direct and immediate impact on the safety of the public and other public employees. This is a safety sensitive position.

Working Conditions:

Works in a power generating plant environment with the inherent noise and heat of large machinery and fugitive dust and fumes. Work is performed in all types of weather.

Miscellaneous Requirements:

* Required to wear uniform clothing provided by City Utilities, including flame retardant/arc rated clothing. Management retains the right to require replacement due to wear or staining.
* May be required to wear a respirator. Must be clean-shaven such that facial hair will not interfere with the respirator seal during annual fit testing of respiratory protection and when required to wear the respirator on the job.
* The Relief Operator will be mobile and will be expected to stay in close proximity to areas within his responsibility.
* Shift work is required. Employees may be required to change work shifts upon automatic advancement to a higher classification.
* Employees must remain alert and aware of their surroundings at all times and maintain the ability to respond to changing circumstances in a timely manner.
* Must be able to work successfully with diverse groups of people.

Progression:

Once the employee reaches the Relief Operator 4 designation and completes all training, they will be required to promote to next higher classification up through Auxiliary Operator-Heater floor, within Operations Department when an opening occurs based on seniority.

Testing:

Relief Operator Aptitude Test will be administered to place candidates in the appropriate job classification as determined by test score. Other applicable testing will be required to advance to next classification.
